Abstract

The work is dedicated to the important task of researching and developing formalized models and methods to estimate the level of professional competence in a specific type of an investment project for developing an executive team.

The competence-based approach makes it possible to evaluate candidates considering their ability to use creatively the existing knowledge and skills in their professional activity which is manifested in solving various research and industrial problems.

The practicability of using the competence approach for managing human resource is grounded.

A method of evaluating candidates for the project based on the classification of the features of social and professional competence is suggested.

It is suggested to divide competence factors into four groups for describing basic, personal, social and professional characteristics of a candidate.

The model of summarized index of competence is obtained.

The results can be applied in the development of mathematical support and information technology of decision support systems for the project personnel forming.
