Focus and Scope

“Ukrainian Information Space” is a scientifically peer-reviewed open access magazine, which covers current issues in theory, history, culture and social-cultural activities management.
The program objectives and thematic content of the scientific journal will focus on two aspects:

- the analysis of the practice of formation and functioning of the Ukrainian information space in the social and political realities of the state of Ukraine and in the world context;

- the coverage of theoretical, practical and historical aspects of the main components of the Ukrainian information space: the press, radio, television, network platforms and book editions.
The journal is addressed to scientists, lecturers, graduate students, students, practitioners of the information sphere – all those whose scientific and professional interests include issues of formation and approval of the information space as a sphere of public life of the state.
The founder is Kyiv National University of Culture and Arts.

Peer Review Process

General requirements for originals

All scientific articles received by the editorial office of the journal "Ukrainian Information Space" undergo a quality control system (review) before publication

An exception, but by decision of the editorial board, may be individual articles by prominent foreign and Ukrainian scientists specially invited by the editorial board to publish their new developments. Without a review procedure, or at the decision of the editor-in-chief, materials from the "Reviews, Feedback, Messages" section, as well as press reviews, archival documents, and messages of an informational nature, are recommended for publication.

A scientific article should contain a presentation of the intermediate or final results of a scientific study, highlight a specific research question, record the scientific priority and the author's personal contribution.

The degree of compliance of the article received by the editorial office with the requirements for preparing original articles in the journal "Ukrainian Information Space" is taken into account separately. This concerns, in particular, the features of presenting the mandatory structural units of the text (relevance, novelty, state of development of the problem, presentation of the main material, conclusions), as well as the volume of annotations in Ukrainian and English, which is actually a brief summary of the content of the article - at least 2000 characters with spaces.

The editorial board reserves the right to reject the article at the preliminary review stage if:

  • the results of the plagiarism check service reveal signs of scientific dishonesty of the author;
  • the content does not correspond to the topic and scientific direction of the journal;
  • the text does not correspond to the scientific style and linguistic and stylistic norms of the Ukrainian or English languages;
  • the requirements regarding the structure of the components of the scientific text and the technical design of the text and illustrations were not met.

Peer Review Process

Reviewing of articles is carried out with the aim of the most objective assessment of their content, relevance, originality, novelty, completeness of the research topic and compliance with the editorial policy of the journal. Previously unpublished scientific articles that correspond to the two scientific areas of the journal by specialization are accepted for publication:

061 – Journalism

029 – Information, library, archival affairs.

The review process is carried out by members of the editorial board and independent experts from relevant fields.

The appointment of reviewers is based on the recommendation of the editor-in-chief and is approved by the decision of the editorial board.

The standard review procedure usually takes 14 - 25 days.

Peer review is conducted confidentially (double-blind review). Reviewers receive the article without information about the author, and the author is not informed of the reviewers' names.

Two reviewers are assigned to each article. In the event that the reviews received have opposing recommendations (recommend – do not recommend), the final decision in this case is made at a meeting of the editorial board.

Articles by members of the editorial board undergo a standard double-blind peer review procedure organized by the editor-in-chief. Members of the editorial board do not participate in reviewing their own manuscripts.

The editorial board does not disclose information regarding the author's original (including information about its receipt, content, review process, critical comments of reviewers and final conclusion) to anyone except the authors and reviewers themselves. A breach of confidentiality is possible only in the case of a claim of inauthenticity or falsification of materials.

The author of the scientific work is given the opportunity to familiarize himself with the text of the review. Interaction between the author and the reviewers occurs indirectly through the editorial board of the publication "Ukrainian Journal of Library and Information Sciences" or through the OJS (Open Journal Systems) publishing platform.

If the reviewer indicates the need to make certain corrections to the article, the article is returned to the author for revision with a proposal to take the comments into account when preparing an updated version of the article or to refute them with arguments. When re-submitting revised materials to the editorial office, the author accompanies them with a message regarding the inclusion or reasons for not including the reviewer's remarks and comments on all changes made to the article. The copy of the article corrected by the author is resubmitted to the same reviewer for a decision and preparation of a reasoned opinion on the possibility of publication.

The date of acceptance of the article for publication is the date on which the editorial office receives a positive opinion from the reviewer (or a decision of the editorial board) regarding the feasibility and possibility of publishing the article.

Review Requirements

Reviewers evaluate the theoretical and methodological level of the article, its practical and scientific significance in accordance with the review form approved by the editorial board.

The following evaluation elements are mandatory components of this form:

  • correspondence of the title of the article to the content, purpose and objectives;
  • sufficiency of the state of the review of the development of the problem;
  • content and structure of the annotation;
  • adequacy of the key points of the content of the article;
  • clarity of the stated purpose and objectives of the research;
  • completeness and specificity of conclusions;
  • correspondence of conclusions to the tasks set;
  • presence of all structural elements in the article;
  • methodological correctness and argumentation of the results;
  • presence of novelty and theoretical and practical justification;
  • quality and completeness of the literature used.

The text of the review should also contain a clear recommendation on the appropriateness or inappropriateness of the publication of the article.

Based on the results of the review, the editorial board makes a decision on:

  • acceptance of the article for publication;
  • return of the article to the author for revision taking into account the comments of the reviewers;
  • refusal to accept the article for publication.

The editorial board informs the authors in writing about the decision made.

Controversial issues

In case of disagreement with the reviewer's opinion, the author has the right to provide a reasoned response to the journal's editorial board. In such circumstances, the article is reviewed at a meeting of the editorial board's working group. Based on its results, the article may be sent for additional or new review by another specialist.

The editorial board reserves the right to reject an article if the author is unable or unwilling to take into account the recommendations and comments of the reviewers.

Passage of the author's original after review

A scientific article that has received favourable reviews is sent to the editorial and publishing process. Interaction between the author and the literary (technical) editor can take place in any form - in person, by e-mail, Zoom, or by phone. Minor stylistic or formal corrections that do not affect the content of the article are made by the literary (technical) editor. The edited and prepared for printing materials are finally agreed upon with the author before publication.

The recommendation for the publication of the current issue of the "Ukrainian Information Space" is made by decision of the Academic Council of the Kyiv National University of Culture and Arts (indicating the date and number of the meeting minutes).

Open Access Policy

This journal practices a policy of immediate open access to published content, supporting the principles of the free dissemination of scientific information and the global exchange of knowledge for the sake of universal social progress.

Anti-plagiarism Policy

Articles submitted for review must be written by the author independently, in compliance with the norms and moral principles of scientific integrity. Anti-plagiarism check is mandatory. It is carried out using the StrikePlagiarism software. Any borrowing from other people's texts, except for citation, is not allowed.

On the Material Principles of the Publication and the Publication Fee

In order to affirm the high image and reputation of the educational institution on whose behalf this scientific publication was founded, as well as to avoid any opaque forms regarding financial issues related to the preparation and publication of the journal, the founding organization assumes all financial expenses: premises, editorial staff, editorial and publishing preparation of texts in Ukrainian and English, printing, mandatory distribution of proof copies, website support.

Publication in the journal is free of charge for all authors (Ukrainian and foreign), regardless of place of work and academic titles, including masters.

The only selection criterion for forming the editorial portfolio is relevance, high scientific quality, originality and scientific integrity of the submitted articles.

For the prompt and sustainable resolution of issues related to material, technical and financial support, the position of Editor Director is being introduced in the editorial office.

These duties, which do not relate to editorial policy, are performed by the first person of the university - the Rector.

Ethics of Publications

When making a decision on publication, the editorial team is guided by modern legal requirements regarding copyright, set in Ukrainian legislation, and ethical principles, which are supported by the leading representatives of scientific periodicals publishing houses. The following principles should be followed by all the publishers: authors, reviewers and editors. Submission of articles by authors for publication means they automatically familiarize and accept the set standards. Questions, suggestions or complaints should be addressed to the editor.

No waivers or discounts are offered for open access publication in this journal.

Author’s Rights and Duties

The author can get acquainted with a review, especially in case when he does not agree with reviewer’s conclusions.

To prevent the delay in editorial-publishing process of journal’s next number preparation, articles, sent to authors for corrections after editing (as a rule at the stage of the first or second layout), must be returned to the editorial board within a week after receiving.

The executive secretary informs the author about the publishing terms within a month after receiving a positive decision about publishing an article.

The journal editorial board has the right not to accept author’s materials for publication in such cases: author’s non-keeping to the execution rules; plagiarism; article’s non-correspondence to the journal’s thematic range; reviewer’s negative assessment.

On the Ethical Principles of Scientific Work

For Authors

Authors take all personal responsibilities for manuscript text sent to the editorial board. Authors have to:

  • submit materials which have never been published and are not being considered in any other journal at the moment. Word for word copying or paraphrasing of their own articles is not allowed;
  • present authentic results of research. Statements known to be untruthful or falsified are unacceptable;
  • present initial data for editor’s review on the demand of the editorial board, in case of necessity;
  • keep to the ethics principles while quoting. In case of using fragments/parts of works or borrowing materials of other authors, certain references in the article should be mentioned/ given.

Articles, being compiled from published works of other authors, without creative remaking and author’s own consideration are not accepted.

Ethic Standards for Editors

The Editor-in-Chief of the journal bears all the responsibilities for decisions about publishing submitted manuscripts, which agree with journal policy and laws concerning slander, violation of author’s rights and plagiarism. While taking a decision about publishing, the Editor-in-Chief can take consultations with the deputy Editor-in-chief, editorial board members and reviewers.

Editors assess intellectual content of manuscripts irrespective of race, skin, colour, sex, sexual orientation, religious beliefs, ethnic origin, citizenship or political world-outlook of an author or authors. They should not divulge information about submitted manuscript to other people except the author, reviewers and potential reviewers and, in some cases, editorial board members, if it is necessary. Besides editors make every effort to provide objectivity of the reviewing process, when the author and the reviewer are unknown to each other.

While assessing a manuscript, except a number of standards criteria, concerning article’s factuality, quality and contribution into the peoples’ knowledge fund, editors should also look for evidence that moral damage of the undertaken research is minimal. It is necessary to determine whether advantages of a specific research are greater than damages. As the editorial board welcomes submission of manuscripts from any country, one should understand that laws and legal standards concerning research ethics and ethic norms approval are different. That is why the editors can demand clarification of these questions from the authors.

Ethic Standartds for Reviewers

Editors of the journal fulfil their work on voluntary basis. They have the right to decline an offer about scientific examination of some specific manuscripts if their duties do not allow them to prepare a review in time and within the terms required. They are not obliged to accept a manuscript for reviewing, if, in their opinion, their qualification is insufficient.

Editors, who accepted a manuscript for reviewing, have to give a review within a month. At the same time they have to refuse from reviewing at any stage if they realize that their qualification is not enough for scientific examination or they can come in conflict of interests (as a result of personal relations or connections in situation of competition, cooperation, etc. with other authors, institutions or companies, which may have any reference to a manuscript).

Confidential information or ideas received in the process of scientific examinations are not allowed for divulging or using them in personal interests. Any manuscripts, accepted for reviewing, should be treated as confidential papers and letting other people get acquainted with them or discussing them can be done only on permission of the Editor-in-Chief.

In the process of examination reviewers must keep to maximal objectivity without any personal critics to author’s address. Ideas and opinions should be expressed clearly, with explanation and well-grounded recommendations. Reviewers must make every effort to give a detailed and objective assessment, which will help authors improve their article even if a manuscript, in their opinion, is not worth publishing.

In their reviews experts should define the importance of publications, not mentioned by authors, as well as cases of absence of references. They should draw attention to cases of similarity between a submitted manuscript and other published sources, known to them; express their opinion concerning acceptance of a research from the ethic point of view.

It is published according to the decision of the Academic Council of the Kiev National University of Culture and Arts (Minutes No. 18 dated January 29, 2018).
