Abstract

The paper investigates a new approaches to the formation of the budget of the territorial community, which is based on decentralization of local governments; methodological approaches to the monitoring of the planning process and execution of revenues and expenditures of the local community; methodological approaches to the planning of the budget of the community; the approaches for developing a balanced budget for the community; improved approaches to perspective in the forecasting of the revenues of the community
