In this article the approach to the creation of effective cost management technologies in projects of urban passenger traffic is considered. The result of the research is a proposed set of mathematical models of planning project cost management processes of urban passenger traffic, which allow forming the project budget. It is done mathematical modeling of risk factors on the probability of project payback with given parameters
