The set of the methods made it possible to determine the role of socio-psychological factors of information activity, attitudes and stereotypes in the preparation and implementation of effective management decisions. <strong>The scientific novelty of the work</strong> lies in the generalization of the main approaches to the problem of ensuring effective managerial activity, adequate perception of information and making informed decisions in the informational sphere. The authors have stated that effective management activity should be based on the awareness of real socio-psychological phenomena that accompany the economic, political and spiritual-ideological processes of social development, on taking into account the ratio of the management efforts of the authorities and the internal trends of the development of society, on knowledge of the psychological features of individual and group behaviour, psychological foundations of managerial communication and the implementation of managerial influence. <strong>Conclusions.</strong> The study has proved that the effectiveness of the organization depends on the correctness of decisions. The most likely directions of application of the achievements of personality psychology in the field of information activity have been proposed. Intuitive, rational and judgmental approaches to the decision-making process have been characterized. A certain dependence between the types of decisions and the approaches to their adoption has been determined. The mechanism of group influence on the behaviour of an individual and collective decision-making has been considered and an effective way to overcome this phenomenon has been proposed. The main stages of decision-making have been characterized and the problems that arise at each of the stages have been identified. The main mistakes that managers make in the process of information activities and preparing decisions have been named. It has been noted that the process of effective decision-making is significantly influenced by objective and subjective factors. The implementation of online solutions for document management is becoming an increasingly common phenomenon because Ukraine is digitizing at a rapid pace, but problematic sectors remain, such as institutions in small towns and villages. The process of implementing electronic archives based on professional systems costs a lot of money, however, if the community does not have the necessary funds, it can be implemented completely free of charge with the help of Google Sheets. The analysis of the Ukrainian legal documents in the system of electronic culture was carried out. The peculiarities of achieving the directions defined in the regulatory documents and the problematic aspects that prevent the non-fulfilment of certain planned goals are investigated. The author substantiates the approaches to defining virtual museums. The impeding factors of digitalization and the protection of cultural heritage were identified. <strong>Conclusions.</strong> To date, the main problems and achievements in the use of advanced technologies in the field of culture, or rather, the preservation of cultural heritage, including in museums, have not been sufficiently studied. Taking into account modern realities, museums remain the main guarantors of the preservation of the historical and cultural heritage of the Ukrainian people. Museums continue to interact with visitors daily and respond to the needs of society. The latest technologies make it possible to view the works of famous artists in virtual museum environments, which ensure the accessibility of cultural heritage to the general public, especially limited mobility groups. Digital technologies make it possible to visually convey information to different audiences, allowing everyone to choose the content that best suits their interests. Digital technologies in museums help not only to store and record data about exhibits but also to communicate with visitors. It can be argued that development of open, non-commercial and shared infrastructure has the potential to vastly improve open access implementation. <strong>Conclusions</strong>. This study identified a number of innovative tools for analyzing and monitoring open access that can be used by librarians, researchers, and all interested parties. These tools are important for expanding and democratizing access to knowledge, overcoming territorial, institutional and disciplinary barriers. Improving open, non-profit infrastructure should be a key task on the path to implementing open science practices. It has been proven that libraries in the information and communication space in wartime have undergone a process of transformation from a traditional environment to a social platform capable of resisting informational, cultural, and psychological influences of the enemy. It is noted that one of the effective strategic directions of its information and communication activities is the expansion of access to information for the audience of users both in Ukraine and abroad, and those who are in the occupied territory. Mass events aimed at supporting young people and pensioners are held; cooperation with volunteer and public organisations; work aimed at helping the Armed Forces of Ukraine and internally displaced persons; provision of information support; participation in charity events. It is emphasised that the information and communication activity of Ukrainian libraries in war conditions acquires special importance and functions on the principle of humanity, which is applied during armed conflicts and is closely related to related fields of international law reflected in national legislation. It is obvious that in wartime, libraries are almost the only social platforms for the promotion of education, legal education and upbringing in territorial communities. The war also activated new forms and methods of educational and explanatory work, the popularisation of library services that reflect the specific requests of users and meet the needs of the local population and the requirements of today. The achievement of the set goal was facilitated by the use of general scientific (observation, analysis, synthesis, modelling, system approach, generalisation) and special (bibliographic, information diagnostics (express analysis), grouping) methods at the theoretical and empirical levels of research.<strong> The scientific novelty</strong> of the work consists in the systematization and generalisation of known (about models and modelling) and new knowledge (about the use of analytical modelling tools in the practical activities of Ukrainian libraries) from the point of view of the present and the perspectives of their development within the scope of one study. <strong>Conclusions.</strong> The place and role of the modern library in the global system of civilizational development is determined by its ability to be an information base for the development of human potential. That is, in today's changing world, the library is responsible for preserving, spreading and multiplying knowledge, comprehensive communication, providing a free, safe and comfortable space for learning and development, uniting communities and individual citizens. Researchers propose various models of modern library development: "Library – cultural and educational centre", "Library – scientific and information centre", "Library – public educational centre", "Library – digital hub", "Library – information and analytical centre" and others. It is clear that some models can be prioritised or combined. To build one or another effective model of the functioning and development of a modern library, appropriate analytical tools are involved in modelling: building a model canvas, brainstorming, visualisation, empathy map, SWOT analysis, and others. They help specialists generate innovative ideas, change the "rules of the game" to more effective ones, and practically transform the established form of library activity into a more perfect and modern one. The basis of the work is the use of the following general scientific research methods: logical method - when building the research structure; analytical method - when understanding the interrelationships of different levels of information culture; semantic method - when clarifying the content of concepts; comparative analysis - to identify essential features of various scientific approaches to the analysis of the problem of digital competences of library workers; the methods of analysis, synthesis and generalization are used in the process of highlighting the most important aspects of information culture in the space of the library. <strong>The scientific novelty of the work is that</strong>: The work analyzes the essence of information culture as a dynamic multifunctional phenomenon, reveals its essential features in the context of the development of the modern digital age. Comparative and analytical monitoring of the "Vstup.OSVITA.UA" Information System was also used, which made it possible to identify educational programs of specialty 029 "Information, library, and archival affairs". <strong>The scientific novelty</strong> of the article lies in expanding ideas about the current state of library education in Ukraine, its transformation under the influence of digital technologies, and harmonisation with the International Standard Classification of Education. <strong>Conclusions.</strong> Some aspects of the implementation of the Library Development Strategy for the period up to 2025 "Qualitative changes in libraries to ensure the sustainable development of Ukraine" and the "Strategy for the Development of Higher Education in Ukraine for 2022-2032" were considered, which proved Ukraine's aspiration to global educational trends of the future. However, this process is quite slow. The information on the educational programmes of specialty 029 "Information, library and archival affairs" posted on the website of the Information System "Vstup.OSVITA.UA" was analysed and summarised. In addition, the transformation of library education takes place in the conditions of digitalisation of information activities and must correspond to real changes in the library and information complex. The creation of the Interagency Working Group on Reforming the National Classifier of Ukraine DK 003:2010 "Profession Classifier" will help to harmonise it with the International Standard Classification of Occupations ISCO-08. An empirical approach was used, which includes surveying library professionals to collect specific data on their competencies and experience in implementing innovations in the media space of the library. </em><strong><em>Scientific novelty. </em></strong><em>The research is focused on the integrated analysis of the key competencies of the library specialist and the development of recommendations for improving the efficiency of library practices, taking into account the modern requirements for library work and rapid changes in the information environment. The article reveals an innovative approach to considering competencies as a dynamic tool aimed at actively introducing innovations into the media space of libraries, ensuring their adaptation to the challenges of the digital age. </em><strong><em>Conclusions. </em></strong><em>The key competencies required for a librarian in the age of digital transformation are highlighted, such as information literacy, digital media skills, and professional communication. Mastering modern technologies, in particular interactive and multimedia, allows a librarian to provide users with innovative services and meet their information needs. A systematic approach to competence development is proposed, including education, training and continuous professional development to ensure the relevance of skills. It is emphasized that the development of the competences of the library staff contributes to the improvement of the quality of user service and creates a foundation for innovations in the media space.
