The scientific article investigates the peculiarities of the formation of the civil society in Transcarpathian through the development of the system of the community social organizations at the end of 1980s and the beginning of 1990s in the 20th century. The conditions of the creation and the main activity directions of the informal organizations and the leaders’ role in the new relationships are analyzed.
