Проблемой использования земельных ресурсов в отрасли государственного лесоводства стала его нерентабельность во всех природно-климатических зонах страны. Сохраняется обезличенное использование земельных ресурсов в отрасли лесоводства, вместо его идентифицированного состояния в условиях рыночной экономики. Доказано крайнее несовершенство лесного законодательства и связанных с ним других нормативно-правовых актов. Обоснованы предложения по их совершенствованию
