<p><em>The article deals with fiscal incentives and motives as components of sustainable regional development.</em><em> </em><em>It was found that the concept of sustainable development was born at the end of the last century and was intended to ensure the handling of processes and increase awareness about human irreversibility of negative impacts of technological progress.</em><em> In terms of fiscal decentralization process started in Ukraine, it is appropriate to consider fiscal stimulus is in the context of sustainable regional development, but because the analysis of the issue in terms of the regionalization process also allows it to focus on long-term goals of regional development, which in addition to economic value one filled with content. It is substantiated that fiscal stimulus favoring the formation of a favorable environment for business entities in the regions are powerful tools for influencing sustainable development of the regions. One of the modern means of fiscal stimulation is the fiscal motivation to ecologize the business environment of the regions.</em><em> </em><em>The system usually provides special benefits to the economic development of regions and provide services related to resource saving or recycling waste producers of organic products;</em><em> preferential treatment for "green" investments, etc. Environmental taxes are one of the fiscal means aimed at changing approaches to the organization of the production process and entrepreneurship in the direction of sustainable development.</em><em> It was found that the main problem of the existing legislative provisions of environmental taxes in Ukraine is her lack of incentive component, which would include forming a system of economic motives and rewards.</em></p><p><em>It is determined that the least effective means of fiscal motivation, which has not yet found a practical application in the Ukrainian tax system is the differentiation of direct taxes.</em><em> </em><em>Introduction of differentiation direct tax rates will allow more evenly and fairly distribute the tax burden among economic entities according to established goals.</em><em> </em><em>The objectives of the government's fiscal policy should be the formation of the tax system focused not on "mechanical" charged and giving existing fees and charges stimulating ingredients.</em><strong><em></em></strong></p>Alla HrechkoVeronika Khudolei

<p><em>In article the research of components and purposes of the information management system (MIS) is conducted. Its main objective is to provide analytical information to the management of the enterprise for further development of strategy. The analysis of types and a components of such information systems as processing of transactions, support of decision-making, executive information systems, management of information has been done. For effective delivery of information, information management systems have to have necessary components for collecting, processing, storage and obtaining information. Use the following four components: information system, database management system, system of investigation and system of researches. The main objectives of IMS is obtaining information by heads of structural divisions, data collection, assistance to cooperation in a workplace, forecasting of a condition of the company in the short-term and long term by implementation of possible scenarios, the analysis of implementation of concrete decisions in the company. Use fully of opportunities of information systems allows to develop management decisions more effectively that allows to reach full potential, thus to get competitive advantage. Methods of development of the information management system by the enterprise generally include a method of the structured life cycle, a method of a prototype and an object-oriented method. In practical application an optimum method of development is the choice to specific conditions of the information management system at the industrial enterprises. Selection criteria are the scale, degree of complexity and tools of development. <em>The article deals with the conceptual-categorical apparatus of the theory of structur al changes in the national economy. It is established that the concept of "structure" is a spatial picture of the composition of the research object, characterizing the structure, interplacement and / or functional connections of parts of the object, relations, structure, and the like. In turn, interconnections, relationships, structure, structure ensure the preservation of the basic properties of the structure due to the influence of external and internal changes. At the level of the national economy, the concept of "structure" is a combination of interconnections, interconnections, interdependencies between individual parts of the economy, its sectors, branches, etc. Since the economy is a complex and multi-faceted system, it can be explored through a set of interacting structures through a system of multilevel and complex relationships. The study of the concept of "structural shifts" makes it possible to state that under this notion understood: qualitative, complex, structural, long-term changes, that is, the basic feature of the shift is "change"; changes occur between relationships and / or proportions of elements or systems; changes are accompanied by qualitative characteristics of the system. Structural shifts represent a whole range of quantitative and / or qualitative changes in the structure of the national economy that may manifest themselves in changes in the instruments and mechanisms of national economy management, in the technological basis of production and production processes, in the system of use and distribution of resources and capital etc. It is substantiated that "structural shifts" should be understood as qualitative, complex, structural changes in the interrelations between elements of the system of the national economy and the proportion between its elements at different levels under the influence of exogenous and endogenous factors characterized by qualitative shifts in the system.</em>Bogdan Dergaliuk

<p><em>The necessity of researching new approaches to development of labor potential in the conditions of globalization factors influence is substantiated.</em><em></em></p><p><em>The main approaches regarding the entity definition of enterprise labor potential are analyzed and its definition based on systems approach is formulated, where it is proposed to consider it as a system of abilities and capabilities that are carried out by enterprise personnel, which, if used effectively, allow an enterprise not only to achieve operational goals but also to ensure its sustainable future development.</em><em></em></p><p><em>Globalization factors that influence on labor market and employment are highlighted and detailed, namely: social-demographic, associated with the natural reproduction of labor; general economic, based on foreign trade liberalization; transnational, considering the foreign capital impact; innovative and technological, including sectoral changes in employment structure; organizational, which is expressed in simultaneous increasing of employment flexibility and instability, developing of such forms of work organization as outsourcing and offshoring; social and communicative, based on the people's propensity to mobility, including labor migration.</em><em></em></p><p><em>New trends in the Ukrainian labor market that affect enterprises' labor potential are identified, namely: intensification of labor migration, development of distance and other forms of precarious work, decrease in state regulation of labor market, development of outsourcing as a form of using attracted workers.</em><em></em></p><p><em>Migration processes of metallurgical enterprises' workers are analyzed, their negative impact on the labor potential is assessed, and measures to preserve the personnel potential of metallurgical enterprises are proposed.</em><em></em></p>Andriy MelikhovTatyana Shishkanova

<pre><em>The article is devoted to the role of intellectual capital in regional information management. The article analyzes the points of view of various foreign and domestic authors on intellectual capital as an economic category, considers several methods for assessing the value of intellectual capital, defines its structure, focuses on human and structural components. </em></pre><pre><em>The author believes that the characteristic features of intellectual capital, which can bring additional value, are: empirical knowledge-the study of forms and ways of manifestation of the essence of objects, processes, relations when using such methods of knowledge as observation, measurement, experiment; theoretical knowledge-the formulation of scientific problems; the nomination and justification of scientific hypotheses and theories; the identification of laws; the removal of logical consequences from the laws; comparison with each other of various hypotheses and theories, theoretical modeling, as well as procedures for explanation, understanding, foresight, generalization; the results of creative activity – formulated ideas, concepts, hypotheses, completed tasks, projects, discoveries; skills – the ability to generate ideas, integrate and accumulate knowledge for the implementation of tasks, projects; skills – the performance of human duties, tasks for the organization and management.</em></pre><pre><em> Based on the definition of the role and display of the structure of the constituent elements, the author formed the concept of "intellectual capital" as a human intelligence that can bring additional value in the form of new ideas, projects, innovations, which is the object of management. </em></pre><pre><em> The author analyzes the differences between the concept of human capital and labor resources, since labor resources are directly educated people and people without higher education, performing skilled or unskilled labor. <em>The current stage of socio-economic development in Ukraine primarily requires the formation of a rational strategy for resource conservation. The priority in this process is the disposal of production and consumption waste, the level of which in Ukraine is extremely low. The article considers foreign experience of waste utilization, it is proved that the regional level of management is of priority importance for its effective organization. Particular attention is paid to the article foreign experience recycling of household waste. The reasons for the constant decrease in the level of waste disposal in the Donetsk region are highlighted. The article suggests the priority directions of the regional strategy in the field of waste management. It is substantiated that its most important direction is the creation of modern organizational forms of economic and scientific-technical activities (technology parks, innovation and technology centers, waste exchanges, information, service, training, research and development centers). The article highlights the elements of the formation of the regional industry of recycling. It has been substantiated that, with an appropriate level of regional management, the development of the recycling industry can become a strategic reserve for economic growth and the most important direction in the environmental restructuring of the Donetsk region. <p><em>The article reveals the issues of formation and development of competition of the Ukrainian tourism industry. The authors of the article clarified and expanded the conceptual apparatus and determined the specificity of competition in tourism at different levels of tourism management. The main approaches for the assessment of competitiveness at the macro and meso levels were analyzed with the aim of improving the methodology for assessing the level of competitiveness of a tourist destination. The methodology of a comprehensive assessment of the really achievable competitiveness of tourist destinations was developed. Theoretical and methodological basis of the study are research and development of Ukrainian and foreign scientists, related to formation and development of competition in the tourism industry, legislative and regulatory acts of Ukraine in this field, the specialized materials of scientific conferences and symposia. The study used the following methods: grouping – the formation of a conceptual model of the relationship of competition in tourism at different levels; generalization – in determining the main causes that increase competition in the global tourism market at all levels; to form a methodology for assessing the realistically achievable level of competitiveness of a tourist destination. The originality consists in refining, supplementing and developing the methodology for assessing the competitiveness of the tourism industry at the macro- and meso-level, introducing a new concept of the really achievable competitiveness of a tourist destination. <p><em>The lack of disclosure of objective information on the results of activities and the property status of state-owned enterprises does not allow understanding the processes of the formation and use of their resources and the fulfillment of the purpose of creation and operation. Therefore, there is a need to introduce tools and mechanisms that will ensure transparency and symmetrical alignment of the economic information space for stakeholders in order to get an idea of the functioning of state capital. The purpose of the article is to justify the methodological provision of transparency of the economic activity of state enterprises in order to form and submit to the publication of qualitative indicators of reporting (financial and non-financial). The foreign and national practices of transparency and accountability of information of enterprises of the public sector are analyzed. On the basis of existing analytical studies, the rankings of some state-owned enterprises in terms of transparency are described. The content of the key methodological approaches existing in Ukraine to the disclosure of financial indicators and results of the economic activity of state enterprises is disclosed. The problems of the development of transparency of data of state enterprises are generalized and the development of corporate standards for the publication of objective information on the economic activity of state enterprises is recommended. Proposed components that take into account as much as possible the information about the implementation of activities, use of resources, aspirations for development, cooperation, etc. are given. To improve the transparency of management information on economic activity, the directions of disclosure of information on the development of state-owned enterprises are outlined.</em><em> </em><em>It is proposed to compile and publish reporting as an instrument of socially responsible activity, which reveals the relationship between strategy and risk, financial and non-financial indicators, corporate governance and indicators.</em><em></em></p>Oksana Chumak

<p><em>Achieving the goals of sustainable development is one of the main tasks in the modern world. The main ones are satisfaction of growing needs by making rational use of the existing resources of each country to ensure their further existence in the long term. The concept of sustainable development consider economic factors on a par with non-economic factors and the experience of developed countries proves the correctness of this approach. The aim of the work is to identify the priority directions of development of Ukraine in the context of sustainable development goals. The objects of the research are the processes of ensuring the sustainable development of the country in conditions of limited resources. The subject of the research appears as the methods of determining the relationship between the investment attractiveness of a country and the non-economic factors, which are causing it. In the study are researched the economic and non-economic indicators of the development of countries, identified their features in terms to study sustainable development. The choice of countries, the time period and research methods are justified. A representative sample of the data was compiled from macroeconomic indicators and country development indices for the period from 2000 to 2017. Analysis was conducted of the relationship between economic and non-economic factors of development of countries. In the study are used both general scientific (analysis, comparison, synthesis, synthesis) and specialized methods of economic calculations and mathematical statistics.</em><em> </em><em>The scientific novelty of the study is to identify a number of non-economic indicators that have a strong relationship with the investment attractiveness of the country, and therefore can be a driving force to achieve the goals of sustainable development.</em><em></em></p>Aleksey MintsElena Dmytriienko

<em>It is proved in the paper that </em><em>I</em><em>ncorporated Territorial Communities can be considered a complex natural and economic nonlinear, dynamic system capable of self-organization. Its main properties are: infinity of knowledge; interaction with the environment; integrity (emergence); hierarchy; structuring; available items; has a certain state and behavior; continuity of functioning; developmental capacity; dynamism; complexity; homeostaticity; purposefulness; controllability; adaptability; inertia; stability (constancy); equilibrium state. It is shown that optimum for Territorial Communities is the state of dynamic equilibrium and instability, as the prerequisites for dynamic development.</em><em>It is proved that the quantitative measurement of equilibrium is economic efficiency - Pareto-efficiency, which requires an optimal distribution among market participants resources for production, provided their rarity and limited goods with unlimited consumption.</em><em>It was established that the management of the interconnection of internal opportunities and external influence creates conditions for the sustainable development of </em><em>the I</em><em>ncorporated Territorial Communities. The main infrastructural components of the sustainable development of the </em><em>I</em><em>ncorporated Territorial Communities are economic, environmental and social. </em><em>It is shown that the economic component of sustainable development is provided at the expense of the current mechanism of formation of financial resources of </em><em>the </em><em>I</em><em>ncorporated Territorial Communities</em><em>, which ensures the stability and self-sufficiency of territorial communities. From the standpoint of the ecological component, sustainable development must ensure the integrity of biological and physical natural systems, their viability, which depends on the global stability of the entire biosphere. The social component is focused on human development, on maintaining the stability of social and cultural systems, on reducing the number of conflicts. </em><em>It is proved that an important factor of the environment, which significantly influences the parameters of the functioning of the natural-economic system of </em><em> the </em><em>I</em><em>ncorporated Territorial Communities</em><em>, is modern climate change. A general analysis of the vulnerability of Ukraine's natural and economic systems to climate change has been conducted. It is proved that climate change affects different branches of management, but this impact is not unequivocal in various areas. </em><em>The expediency of finding new innovative management and business technologies is substantiated. It is shown that the implementation of startups within the limits and interests of the </em><em>I</em><em>ncorporated Territorial Communities has a number of positive features in the social, economic and ecological areas. <p><em>Strengthening of tendencies of globalization at the pharmaceutical market cause the increase of volumes of information from market research, to moving of pharmaceutical commodities, advertisement, prognostication of sale, treatment of orders and increase of requirements toward treatment, maintenance and analysis of data. It causes the necessity of the use of the dedicated informative systems making decision support. </em><em>The analysis of functional possibilities of the informative systems making decision support is done in the conditions of globalization of pharmaceutical market. Modern systems of informative systems making decision support that can be used for the analysis of dynamics of pharmaceutical market in the conditions of globalization embrace three groups of information technologies. These technologies are based on application of the universal, dedicated and integrated systems making decision support. </em><em>The universal systems use a statistical tool that has a certain set of methods for an analysis and prognostication of progress of pharmaceutical market trends. The dedicated systems execute functions of automation of processes of the strategic marketing planning of activity of pharmaceutical market and can operate inexact data and suppositions.</em><em> </em><em>The integrated informative systems combine technologies from automation of functions different levels management of pharmaceutical enterprise. </em><em>The use of the informative systems making decision support in the conditions of globalization of pharmaceutical market will promote efficiency and quality of acceptance of reasonable administrative decisions due to the improvement of dataware, decline of credible errors at making decision and economy of management resources.</em></p>Tetyana Shabelnyk

<p><em>The article explores traditional strategies of enterprise development, in particular the strategy of intensive growth, the strategy of integration growth, the strategy of diversification. Following methods were used during investigation: logical generalization method - for the theoretical substantiation of essence of integration; system analysis method - for studying and justifying enterprise business processes recovering strategy. Analysis of organizational forms of enterprise integration management was held. In particular there were investigated holding structures, strategic partnership, trusts, consortiums, associations from the enterprise development view point. It is substantiated that enterprise’s strategy for expanding organizational-innovative horizons should include five key blocks: audit of resources available at the enterprise and selection of recovering object; ranking of objects for recovering depending on the potential for enterprise development; formation of business processes recovery tasks for each object of management; selection and implementation of measures for the reconstruction of business processes; evaluation of results of business processes and adjusting the chosen strategy (if necessary). Author proposes algorithm for formation and implementation of enterprise’s business processes recovery strategy, which aims at expanding organizational and innovative horizons of the enterprise's activity. Presented conclusions are aimed at promoting financial stability, mobilizing technological, financial, managerial, marketing and other resources, in order to implement the innovative development of the enterprise and strengthen its competitive position in the market.</em></p>Inna Kotkalova-Lytvyn

<p><em>In work is proved, that it is impossible to ensure sustainability development of the state without creation of conditions of sustainability development of administrative - territorial units on the basis of model, which components is to economic, social and ecological structure by. The proved necessity of a concentration of attention on an ecological component.</em><em> </em><em>Is shown, that one of major ecological</em><em>-economic tools of nature protection activity in Ukraine are the ecological tax and tax for pollution of an environment. By results of the analysis of dynamics of the tax for pollution of an environment is established, that last years the volumes of emissions of polluting substances have decreased. Is established, that the increase of volumes of the ecological tax in the incomes of the local budgets in 2015 is connected to the beginning of decentralization and brought in changes in the Tax code. Is proved, that the delay of rates of growth of receipt of the ecological tax in the local budgets is by a consequence of inefficient system of filling of the budgets of the incorporated territorial communities (ITC) and local budgets.</em><em> </em><em>The estimation a level of development of the economic mechanism of regulation and stimulation rational nature usage</em><em> is carried out on the basis of parameters of nature protection financing. The analysis of dynamics of change of volumes of the charges on protection of an environment is carried out. Is established, that the charges of the budget of Ukraine grow by protection of environmental natural environment annually, but rates of this growth reduce meaning by the inflationary factors. Is established, that there is a delay of rates of financing from the state budget with simultaneous increase of financing from the local budgets. It has given the bases to assert, that created IТC more is weighed concern to ecological politics and necessity of financing of nature protection measures.</em><em> </em><em>The interrelation between receipt of the ecological tax in the budgets and dynamics of the charges on nature protection measures is investigated. Is established, that dynamics of receipt of the ecological tax in the budget does not coincide with dynamics of the charges of the budget on protection of an environment. It testifies to imperfection r</em><em>egulating mechanisms of ecological politics, both on the equal states, and at a level of separate territories. </em><em> </em><em>The necessity of development of the methodological approaches to a substantiation of effective directions of realization of state politics in sphere of protection an environment at a level I</em><em>ТC, recommendations for their scientific support, development of a complex of measures on their introduction and improvement of working organization-legal base is proved. </em><em> </em><em>The analysis of dynamics both sources financing of the capital and current investments in protection of an environment is carried out. Is shown, that dynamics of rates of growth of the capital investments is astable, owing to what there are no cardinal changes of an ecological situation in the country. Is shown, that the rates of growth of the current investments are insignificant, at a level of an official rate of inflation, which reduces their economic efficiency. The analysis of structure of sources financing of the capital and current investments in nature protection activity is carried out. <p><em>The article deals with topical issues of cooperation of Ukrainian small and medium enterprises with the European Bank for Reconstruction and Development. In particular, the historical retrospective of cooperation and the current state are considered. The main directions of cooperation between Ukraine and the European Bank for Reconstruction and Development are presented. The general branch structure of the EBRD and Ukraine credit portfolio is presented, where priority areas of support are identified: energy, infrastructure, industry, commerce and agriculture, financial sector. It is noted that the European Bank for Reconstruction and Development provides Ukraine with assistance in implementing the reform process, namely: in developing and coordinating national priorities for reform; in setting up support groups for reform in selected priority ministries; in setting up a high-level international strategic advisory group to support Ukrainian reforms. The key factors limiting the disclosure of the potential of effective cooperation between Ukraine and the European Bank for Reconstruction and Development in the macroeconomic field, macrofinancial sphere, public finance, at the level of initiation, preparation and implementation of projects are identified. Some results of EBRD cooperation with Ukrainian small and medium enterprises are presented. The conditions of EBRD cooperation with small and medium-sized enterprises are described in the following areas: the main characteristics of direct financing; which companies can count on a loan; initial requirements for companies; the main steps to participate in financing. It is noted that the EU4Business initiative, which facilitates access to finance for small and medium-sized businesses, is a striking example of financial and advisory assistance for small and medium-sized enterprises in Ukraine, jointly with the EU and the EBRD; Provides training and targeted support for women-led and green-enterprise enterprises; Helps small and medium-sized businesses receive technical support for alignment with EU standards. Therefore, the consideration of tourism as an instrument of socio-economic development is particularly relevant from the point of view of the regional approach. TQM provides organizations with a range of "tools" to ensure sustainable development and competitive advantage, with the path to successful continuous improvement focused on the use of strategy, data and effective communication to instill quality discipline in the culture and processes of the organization. </em><em>The work has a review character. In this paper, the influence of "soft" and "hard" TQM practices on production performance is investigated.</em><em> </em><em>There is considered the development of Total Quality Management as a system, which covers all functions and departments, all employees and which aims to consistently meet customer needs. The factors relating to the "soft" and "hard" approaches are identified. The characteristic and features of each factor related to the corresponding approaches are given. A conceptual basis for the innovative development of the seaport using the scenario method for assessing the extent of competition in the port sector, which includes the transportation option, performance indicators, comparison of tariffs, financial performance, has been proposed. The conceptual framework can be used in determining the optimal shape and scope of port modernization. Methodology for organizing a foresight project of innovative development of the seaport was proposed, which combines the methodology of scientific and technological prediction and the institutional and system approach. This combination allows you to more fully explore and predict the dynamics of changes in socio-economic systems. To justify the strategic development plan of the seaport, an integral indicator of balanced innovative development is used. Its assessment is carried out in the form of functions of five variables that affect the implementation and realization of innovative strategies: economic and financial criteria, organizational criteria, innovative criteria, social criteria and innovative climate. The marketing commodity policy can significantly improve the efficiency of companies activities. We researched this issue by example of activity of Metinvest Group (International Vertically Integrated Mining and Metallurgical Company). The financial and production reports of Metinvest for the last 6 years were analyzed. It should be noted that the connection between elements of the enterprise marketing product policy and its financial and production indicators is stable. We conducted the assessment of competitive capacity of enterprises using commodity method with elements of statistical analysis. We determined trends in the production of the main products groups of the enterprises, which affects to effectiveness of company's marketing product policy. The using of statistical analysis of financial and production reports of the selected company can provide the necessary information about the situation with its main product groups and the dynamics of key production indicators. This analysis reveals effective and inefficient trends in marketing product policies (ineffective solutions being eliminated or edited, while effective solutions can be optimized and positively affect the financial stability of the enterprise competitiveness). The additional scientific novelty is a research of influence of marketing product policy in the context of the post-crisis activity of the selected company. The method of evaluating the strategic management of the development of alternative energy based on the principles of ensuring the sustainable development of the industry in line with the rational use of resources and facilitating their re-establishment, improving the security status, and the level of logisation taking into account the energy component is substantiated. To build a model of sustainable development of alternative energy, information binary entropy was used as a function of state, the functioning of open dynamic multicomponent systems is reflected. The entropy of resource efficiency has been determined, the basis of which are the indicators of rational use and assistance in the reconstruction ofresources, the entropy of managerial efficiency, which is based on indicators of the state of security and the logisation of energy flows. Evaluation of the strategic management of the development of alternative energy on the principles of persistence is carried out according to a certain sequence, which consists of interrelated, systematized actions. Defined goals, subject and objectives of the corresponding analytical study. The methods for evaluating the strategic management of the development of alternative energy on the principles of persistence are substantiated. A star of reference points was built to evaluate the results of the study. Pension provision is a system of social relations, ensures the well-being of citizens upon retirement age, disability, loss of the breadwinner at the expense of the compulsory state pension insurance, funded system, budget support, informal financial and non-financial support for the elderly at the expense of the family or public organizations. Since pensions can also be provided from informal sources within a family or community, it should not be identified with the pension system, which is understood as a complex of institutions, relations and mechanisms through which financial resources are formed and distributed among the disabled population upon occurrence social risks in the form of pensions. </em><em>It is substantiated that the essence of pension provision is manifested in various aspects such as social, economic, financial and legal. Based on various aspects, the objectives of the pension plan are to protect from poverty and ensure a decent standard of living, redistribute incomes from the active working generation to the benefit of a generation of pensioners, form financial sources and pay pensions, and ensure equal rights of participants in the pension plan. </em><em>It was concluded that in order to ensure social justice in the pension system it is necessary: to improve the procedure for recalculating pensions to working pensioners; eliminate disproportions in the pension provision due to the preservation of special pension programs for certain categories of citizens who have certain conditions of pension provision, and gradually make the transition to uniform rules for granting pensions; to streamline the size of the allowances and increases to the pension for different categories of persons, depending on the subsistence minimum for disabled persons, in order to avoid using different approaches to determining their size.</em></p>Vіktorіya Kozlova

<p><em>The article shows analyzes the prospects of tourist services development in Mariupol. Presented is the formation of Mariupol as tourist center in the context development of field of value needs and area needs of consumers. Different approaches are presented on the selection of value orientations types. The research examines the impact of the value system, clearly defined patterns and lifestyles that are propagated in society for a person as a professional, consumer. The influence of the consumers personal values system on the development of various tourism types in the region is noted. The dominance of certain tourist needs in the leisure values of the students of Mariupol is stated. A low level of awareness about the availability of tourist resources various types among the youth of the city is noted. The current state and perspective directions of tourism development are considered on the basis of available natural, historical, architectural and cultural resources of the city. The mapping of the unique natural resources of Mariupol in the work of the famous artist Greek origin A.Kuinji is underlined. It was clarified that the problem of historical and cultural anthropogenic resources of Mariupol and Priazovya was revealed in the works of many ethnographers. The resurgence of excursion services in Mariupol is shown. The attention is paid to the possibilities of recreational, wellness, cognitive, industrial and religious tourism development in Mariupol. The uniqueness of historical and cultural, spiritual anthropogenic resources of Mariupol for their becoming tourist resources is indicated. <p><em>The article is devoted to the analysis of the results of the inventory in order to ensure the comparability of results and quantification of its taking. Author consider theoretical and methodological aspects of taking inventory at the enterprise and offer system of analytical indicators to evaluate and compare the results of inventory and the quality of its taking. Inventory is an effective means of control and an integral part of accounting. Its result is confirmation of accounting data or fixing of discrepancies, usually in monetary and non-monetary measures, making it difficult to compare the results of the inventory at different times, in different parts of the company and according materially responsible persons. In analyzing the results of the inventory is proposed to use the term "inventory item" which is the part of the object of inventory which quantitative, qualitative and cost characteristics can be determined according to accounting and checked in the process of inventory which further division is possible or doesn’t influence on the results of the inventory and it is clarified its definition for individual objects of inventory. To analyze the results, it is proposed to use a system of relative indicators including recall factors of inventory, shortages, surpluses, deviations and number of deviations. The quality of the inventory can be estimated based on the results of additional procedures which confirm or refute the results and can determine the deviations unrecorded in the main process of inventory and its impact. Usage of relative indicators that characterizes the results of the inventory will ensure comparability of results and cost-effectiveness evaluation on additional procedures will determine the feasibility of increasing the inventory quality.</em></p>Oleksii Bezchasnyi

<em>In the article, the issue of assessing innovation risks and their impact on the innovative potential of industrial enterprises deserves special attention. </em><em>Innovation activity, as well as other activities of the enterprise, is associated with risk, as there is practically no full guarantee of obtaining the expected result.</em><em> </em><em>n modern economic theory and practice, risk is one of the main categories. This is due to the fact that precisely the uncertainty of economic phenomena and processes - a widespread characteristic, the manifestation of which can lead both to losses, and to profit. </em><em>Innovative activity than other activities more related to risk. Note that the risk the higher the innovation, the more localized innovative project, if such projects are many, and they dispersed sectoral terms, the risk is minimized, and the probability of success increases. </em><em>Particularly relevant issue concerning innovation remains the problem of uncertainty and associated risks. <p><em>The article is devoted to the study of the dependence of human and sustainable development and their impact on improving the competitiveness of the country. Identified problems of human development in the transition of the country to create a model of sustainable development. The basics of forming a model of eco-social market economy with the organic combination of economic efficiency, social justice and resource-ecological balance are considered. The interdependence of the concepts of personnel marketing and human capital is shown. A comparative characteristic has been carried out between the main components of human and sustainable development, each of which performs specific functions in providing strategic management of human capital. The interrelation of the assessment of the main components of human capital with elements of external and internal marketing of staff has been revealed. There are four main elements in the structure of human capital: knowledge and productive abilities, health, motivation, mobility. Their influence on the strategic management of personnel marketing is shown. A comparative dynamics of the human development index and the environment index of Ukraine with some countries of the world has been carried out.</em> <em>It is proved that one of main goals of human resource management (HRM) is increase in overall performance of the organizations. Nevertheless, some researches obviously addressed the multidimensional nature of execution and connected practice of HR with various measurements of results. So, this research supplements literature, connecting practice of HR with three dimensions of results: financial, organizational and results of workers (HR). <p><em>The paper deals with mathematical models of enterprise profit management. In the paper are emphasized the main components of the calculation of enterprise profits and their correlation with socially responsible marketing. It was mathematically proved that standard solutions cannot achieve cost reductions and improvement product quality simultaneous. Based on the analysis of mathematical models, the options for reducing the costs of machine-building products are proposed. According this facts, increasing the profits of the enterprise without reducing the level of product quality. It has been established that the management of a machine-building enterprise has at least three alternative ways for the enterprise’s development: the using of new technologies; the using of new technologies, but not enough equipped; the using of various frauds. The possible positive and negative results of such management decisions are shown. It has been formulated some specific tasks, the solution of which will reduce the cost of the enterprise, increase the competitiveness of products and increase the profit of the enterprise. Proved the need to consider the technical indicators of the level of product quality (accuracy, quality and roughness of the machined surface of the part) in the formation and optimization of its cost. It has been established that the indicated indicators of the quality level of the manufactured products have a different share in the formation of the cost price. The greatest influence is exerted by the roughness index of the treated surface. With a decrease in the roughness of the treated surface, the quality of the manufactured products increases. However, cost reduction can be achieved only through the use of new high-performance technologies, equipment and tools.<strong></strong></em></p>Dmytro Novikov

<p><em>In article it was substantiated that one of the most important indicators of the development of the socio-economic sphere of the state is the standard of living of the population. It is proved that in modern economic conditions there is an objective need to ensure a decent standard of living for the purpose of promoting economic growth of the country. The article systematizes the methodological approaches to the formation of the living standards of the population, taking into account the probable consequences for the development of the socio-economic system of the state. It was emphasized that the standard of living of the population is one of the most difficult socio-economic categories. It was analyzed the existing definitions regarding the content of this category. It was considered the stage of economic research on certain aspects of the formation of living standards of the population. Were analyzed different approaches concerning grouping of indicators of a standard of living. Attention was focused on the problem of determining the level of poverty in Ukraine, the indicators that define it were investigated. It was revealed the socioeconomic context of poverty in the modern world. It was emphasized that in the world economy the problem of the growth of poverty of working people is actualized. It is determined that the low social standards in the state do not correspond to the criterion value adopted at the international level. <p><em>The study determined that the successful implementation of changes in an enterprise is determined, on the one hand, by the state of the external environment and the acceptability of changes by this environment, and on the other, by the state of internal strategic resources. It is this approach to the effective implementation of changes in the article that forms the basis for a two-loop change management system in an enterprise. </em><em>The author determined that the change management system is a set of interrelated elements of the management process aimed at achieving the goals of change in the context of the current enterprise strategy. </em><em>To ensure the effectiveness of change management in the operating conditions of an enterprise as an open system, it is proposed to consider a two-loop scheme of a change management system. As part of the implementation of the external change management loop, the external environment of the enterprise’s activity is studied in order to identify external drivers of change and determine their impact on the strategic opportunities for change, as well as the consequences of their implementation for the enterprise. The information obtained at this stage of change management is used by change management to identify threshold changes and unique opportunities that form the basis of the core competencies of the enterprise. As a result, the strategic opportunities for changes necessary to implement the overall strategy of the enterprise are determined. The transformation of information about strategic opportunities for change occurs through the “prism” of the strategic potential for change and the interaction of actors and objects of change. </em><em>It is proved that the scheme for implementing an enterprise change management system involves the use of four elements (subsystems) that interact with each other: functional, organizational, informational, and motivational, which ensure the achievement of change goals.</em></p>Natalia Priymak

<p><em>The article deals with the systematization of the main approaches of organization of management of placement of enterprises of the region. The author concludes that the greatest effect in practice can give the complex use of the selected approaches, because in this case it is possible to obtain a synergistic effect from the sum of the individual components of the formation of effects. Systematization of approaches to the research of these problems in the area of solving the tasks of placing business processes, causes the application of multilevel stratification of the region's economy, implementation of a set of scientifically developed mesoeconomic modification measures of effective management, including those underlying the definition of the directions and forms of spatial business placement. The model of multilevel management of processes of placement of enterprises is offered, which allows to expand the completeness and detail of controllability of subsystems of different levels (enterprise - region - industry) and the effectiveness of management of the economic system as a whole. When justifying management decisions on the territorial distribution of business, as a rule, several interconnected systems are involved. It is advisable to single out five basic levels of management of economic systems that take part in the substantiation of management decisions on the geographical location of a business: enterprise, region, industry, economy, global economic environment. Each control level has its own control system with separate feedback elements, which, closing the individual subprocesses, form a complete control circuit. <p><em>The temporal and substantive aspects of the evolution of consumption security have been analyzed through the prism of technological progress, globalization and marketing concepts. It has been shown that the change of technological forms contributes to the development of globalization, which in turn leads to a change in market conditions, namely demand (through changes in models and approaches to consumption) and supply (through the evolution of marketing concepts in particular as a tool for meeting the needs of consumers). The contradictory nature of the evolutionary processes of globalization, on the one hand, contributes to the increase of production volumes, the reduction of the corresponding costs, ensuring market surplus</em><em>.</em><em> On the other hand, it improves the technologies of imposing and shaping consumer habits, in particular, the model of consumption that has arisen in the developed countries is distributed all over the world, increasing the threat of globalization for the rest of the world. The role of consumption has been determined, the evolution of the category “security of consumption” has been analyzed at each stage. The modern tendencies of development of the studied categories have been established. The peculiarities of development for Ukraine have been determined. It is proved that consumers themselves create and spread negative consequences of consumption society, worsening, in particular, the ecological situation on the planet, increasing social tension.
