The article deals with the political struggle in the local branches of the Communist Party (Bolsheviks) in the Kharkiv province. Even in the first years of the Soviet power, party organizations of the Kharkiv Region were not created on a democratic basis, although in local branches there was a debate about the need to implement democratic principles. But there was no organized opposition in the provincial party organization. The confrontation in the cells was between ordinary communists and the leadership of the party committees on the privilege of material security. Already in the early 20-ies in the local organizations was created a very powerful party apparatus, which could implement all decisions of the governing bodies and neutralize manifestations of discontent
