Normative and legal principles of social work with veterans of the armed forces of Ukraine at the level of the territorial community

The article explores the regulatory framework for social work with veterans of the Armed Forces of Ukraine at the level of territorial communities. The focus is on the fact that effective social work with veterans requires adherence to ethical and professional standards governed by regulatory acts at the international, national, regional, and local levels. It has been established that the legal regulation of social work is fundamental to ensuring the legality and high quality of social services provided to veterans and their families. The importance of adhering to international conventions, such as the UN Convention on the Rights of Persons with Disabilities, as well as national legislative acts, including the Law of Ukraine «On Social Services» and the Law of Ukraine «On the Status of War Veterans, Guarantees of Their Social Protection», has been emphasized. Key tasks of social work have been outlined, particularly the support of veterans during their reintegration into communities. It has been analyzed that after the end of hostilities, veterans return to their communities and seek social services primarily from local authorities, which requires comprehensive community preparedness to provide these services. The issues related to the low level of veterans' interest in certain benefits have been highlighted, and the need to shift from providing benefits to offering services within the state support system has been formulated. The legal aspects of ensuring individualized approaches to veterans' social adaptation, as well as the introduction of the veteran assistant institution to accompany and reintegrate veterans into communities, have been revealed.
