Representation of interests as a social service for persons who have come into difficult life circumstances

Abstract

The article explores the essence and specifics of providing the social service of interest representation in the context of current Ukrainian legislation. The key provisions of the Law of Ukraine «On Social Services» and the Classifier of Social Services are outlined, which define interest representation as one of the basic social services provided at the local community level using budgetary funds. Special attention is given to analyzing the content of this service according to the State Standard and scientific works, which describe it as a form of intervention aimed at protecting the rights and interests of vulnerable social groups, including internally displaced persons, elderly citizens, and other vulnerable categories. The article also reveals the main aspects of providing this service, particularly its objectives aimed at ensuring access to the rights and resources of individuals who are unable to realize them independently. The primary features of this service are identified, such as an individualized approach, provision of consultations, access to resources, and cooperation with state and public organizations. Key challenges that arise during the provision of the service are formulated, particularly those related to the assessment of needs, development of individual plans, and contract signing. It is established that the service delivery process requires improvement, taking into account the needs of recipients and the available community resources. Attention is also drawn to the importance of informational support and raising awareness among the population about available services, as insufficient awareness is a significant barrier to obtaining necessary assistance.
