Efficiency of social services for elderly people in the conditions of marital state in Ukraine

Abstract

The purpose of the study is the effectiveness of social services for the elderly in the conditions of martial law in Ukraine. The activity of the Communal institution "Dnipro City Territorial Center of Social Services (provision of social services)" of the Dnipro City Council was taken as an example.

Research methodology: the legislative framework regulating the provision of social services in Ukraine was analyzed; a study of the activity of the territorial center was carried out; changes in the provision of social services in connection with the war are analyzed.

The scientific novelty of the study consists in the study of the effectiveness of the provision of social services in the conditions of martial law and the study of experimental projects of the provision of social services. The study also takes into account the new legislation regulating the activities of the Regional Centers and changes in the approaches to the provision of services during crisis situations.

Territorial centers of social service (provision of social services) in Ukraine operate in accordance with a number of laws regulating the provision of social services. The Dnipro regional center of social services provides such services as: care at home, psychological support, palliative care and legal services.

The need to assess the effectiveness of the territorial centers of social work is caused by the aging of the population of Ukraine and the increase in the number of elderly people who need social services. Military operations and the situation in the country require a new approach to the organization of social services. This determines the relevance of the analysis of existing models and the search for ways to improve them.

The evaluation of the efficiency of these centers consists in the analysis of criteria. Among them are response to the needs of recipients, quality of services, accessibility and individual approach. In connection with martial law, the possibility of crisis intervention becomes important, which requires additional resources and quick decision-making.
