Foreign experience of social support for families in difficult life circumstances

The article presents a comprehensive analysis of international experience in providing social support to families in difficult life circumstances, in the context of contemporary socio-economic transformations. It defines the concept of social support for families facing hardship. It is noted that current challenges—unemployment, poverty, social isolation, loss of moral values, and war—create a pressing need for effective social protection mechanisms aimed at overcoming family crises. The article highlights practices in the United Kingdom, Germany, France, the United States, Sweden, Poland, and the Netherlands, where targeted programs are implemented, focusing on financial assistance, psychosocial support, case management, early intervention, and support for military families. Special attention is given to the “Large Family” support program and the CAF (Caisse d'Allocations Familiales) system in France; the “Familienhilfe” state program and the special “Frühe Hilfen” (Early Help) program in Germany; the “Rodzina 500+” program in Poland; the “Jeugdzorg” system in the Netherlands; and the “Joining Forces” initiative in the United States, which mobilizes support for military families and veterans from all sectors of society.
Particular emphasis is placed on interagency coordination, needs assessment, and the involvement of civil society and volunteer organizations. The article analyzes the Parent Management Training – Oregon Model (PMTO) and the ADAPT program, both of which have proven effective in supporting families in crisis, especially military families. It is emphasized that support is viewed not merely as a compensatory mechanism, but as an integrative technology aimed at activating a family’s internal resources. The article concludes by justifying the relevance of adapting and applying international practices to the Ukrainian social context, considering the current challenges.
