Abstract

The article analyzes the institutional and legislative support for territorial mobility of the workforce. «Institution» concept is analyzed and defined. An attempt of classification of institutions that promote employment displacement is made. Formal and informal institutions that attract citizens to migration are highlighted and functions of these institutions are studied. The basic subjects of the regulation and basic territorial regulators of territorial mobility of the workforce, as well as legislation that establish these institutions are analyzed. The mechanisms of regulation of migration processes on the level of local, regional and national authorities are studied. It is found that system of unsolved problems in the institution of registration, institution of law, institution of education, and underdevelopment of housing market in Ukraine prevents free movement of workforce.
