SCIENTIFIC RATIONALE OF CATEGORIES FOR BALANCED LAND USE

The theoretical question of the peculiarities of the system, as structure, organization of management and information, which represents the unity of a certain organized set of components (subsystems), is considered. The results of the study can be considered to create a clearer picture of the main features of a systematic approach to balanced environmental management and land management. It is proved that in understanding the cumulative structure of land ownership, land use or nature management of a complex system object, there are three main levels: first, the dependencies between the properties of the system components are revealed; then the dependencies between the properties of the system and the properties of its components (and subsystems) are fixed, that is, one property is separated from the other; finally, the dependencies between the integral properties of the system are established
