FINANCIAL AND ECONOMIC MECHANISM OF DECENTRALIZED NATURAL RESOURCES MANAGEMENT

The article formulates and reveals the initial provisions of the theory of formation of financial and economic mechanism of decentralized management of natural resources, detailed taking into account the basic elements of ensuring a sufficient level of financial support of the nature management process. strategies of spatial sustainable development. Methodologically important provisions of the process of formation of three main financial flows that can make up the income of OTG are substantiated. The first is the community’s fiscal revenues from local taxes and fees, fines and other payments. Secondly, it is a part of profits from production activity of commercial corporate structures. Third is the income from the
investment activities of municipal or regional financial institutions.
