Problems of the formation and development of the territorial land management system: the case of Kyiv region

Abstract

The issue of land management development in Kyiv region is a critical matter that affects the economic, environmental, and social development of the area. The region's land resources are utilized for various purposes, including agriculture, construction, industry, and recreational zones. However, the rapid infrastructure development, population growth, and urban expansion present new challenges for rational land management. In recent years, Kyiv region has been facing several unfavorable trends in environmental, economic, and social spheres. The rapid expansion of Kyiv and adjacent areas has led to an increase in residential, commercial, and infrastructural development. This displaces natural ecosystems and reduces the amount of agricultural land. Active development leads to overpopulation in certain areas and increases the load on infrastructure. This also affects the quality of life for residents and contributes to social tension. To address these issues, comprehensive management at both national and regional levels is needed, taking into account the need to preserve natural resources and ensure sustainable development. Therefore, the article presents a comprehensive assessment of spatial-territorial planning from the perspective of land management development. The list of tasks defined by legislation needs to be expanded based on the components of the land management subsystems of territorial communities. In this regard, a system of land management measures and actions has been developed to ensure the formation of the elements within the land management subsystems of territorial communities. As the analysis has shown, most land management measures and actions aimed at forming the components of land management subsystems have not been implemented. Thus, within the natural-ecological subsystem, there should be an assessment of the ecological network formation as the environmental framework of land use in the respective area, an evaluation of the available natural resource potential and its utilization, as well as an assessment of sustainable land use. The conclusions regarding the development of the territorial-administrative subsystem of land management reveal several significant issues. Ukraine lacks a clear legal framework that establishes land use efficiency indicators for territorial communities, as well as a coherent, comprehensive, and conceptually defined system for monitoring territorial development. The analysis of territorial development in land management is incomplete and fragmented due to the existence of various legislative requirements that rely on different information bases and monitoring systems. This research is relevant in the context of forming territorial communities. Through comprehensive measures, a balance can be achieved between economic development, meeting the needs of the population, and environmental protection. Implementing such changes will ensure the long-term sustainable use of land resources in the Kyiv region and improve the quality of life for its residents.
