Social and Information Technologies in the Context of the Security Service of Ukraine Far-reaching Capability to Prevent Social Crisis and Counter Terrorism
Abstract
The issue of counter-terrorism is considered to be a priority in ensuring the national security of the state and is one of the priority tasks of the Security Service of Ukraine, the reform of which involves the introduction of innovative technologies. Proactive and risk-oriented approach involves scientifically sound theories, generating theoretical models based on them, defining and analyzing the real state of risks and threats, generating predictive models of their development in time and space to develop recommendations to the government how to neutralize them.
Terrorism monitoring is a specific information technology, its implementation involves the development of innovative techniques and procedures, mostly heuristic, such as the search for optimal algorithms to prevent social conflicts or prevent terrorist activities.
The Security Service of Ukraine, as an element of the system for protecting national statehood, should act as a feedback provider, focusing in its work not only on identifying and destroying terrorist groups which is the usual task of special forces, but also ensure a high level of anti-terrorist security through the implementation of preventive measures by means of forecasting, identification and timely neutralization of new types of threats.
