PROFESSIONAL DEVELOPMENT OF EMPLOYEES OF REGIME-SECRET UNITS AS A GUARANTEE OF HIGH-QUALITY PROTECTION OF STATE SECRETS DURING MARTIAL LAW
Abstract
The article presents the results of a study of the organization of training employees of regime-secret agencies (hereinafter – RSA) under martial law, in particular such key aspects as: peculiarities of the organization of training RSA employees; the most optimal forms of mastering novels in the forms and methods of ensuring the activities of the RSA, the nature of the changes that take place; problematic issues faced by RSA employees and educational institutions that provide professional development services under the legal regime of martial law; the request for quality and relevance of information during training; peculiarities of the implementation of a unified approach to the interpretation of new changes, the involvement of high-level specialists as lecturers; solving practical cases using new approaches in regulations, increasing the practically significant component in the process of professional development.
Based on the results of the analysis of scientific publications and statistical data, the main directions have been determined to build a system of mastering new knowledge and improve existing knowledge by RSA employees, the role of educational institutions, first of all, in attracting highly qualified specialists and providing up-to-date information in the educational process in order to achieve a high-quality result in improving the qualifications of RSA employees in conditions of martial law.
A number of important issues that arose during the professional activities of RSA employees in martial law conditions and need to be resolved were investigated, in particular: change of location, form of work, work regime, change in the level of remuneration, peculiarities of communication and interaction, etc.
By summarizing the information obtained in the research process, the most important aspects that should be paid attention to in the process of training RSA employees were identified, first of all, these are features: mastering new changes by specialists (three types), improving the qualifications of RSA employees on the basis of higher education institutions under martial law, organization and mode of training, allocating time to improve qualifications in the conditions of martial law, etc.
