Abstract

The article presents the analysis of the Ukrainian “State program of industrial development during 2003 – 2011”. The following basic elements of the program as “The general terms”, “The goal and the stages of an industry development”, “Reforming the system of an industry management”, “Acceleration of institutional reforms”, “Improvement the structure of an industrial production”, “Enforcement of innovational direction of an industrial development”, “Enlargement of competitive advantages of an industry” and “Financial and resource support of the program” are analyzed in the report. The major shortcomings of the program, which are generally connected with the incorrect definition of the goal and the main tasks, the lack of detailed measures and arrangements in the program, have been determined in the article. On the basis of the revealed drawbacks of the program, a new structuring of this branch document has been proposed. It includes the complex of interrelated projects, directed at elaboration and implementation of new mechanisms of competition regulation, improvement of tax privileges for industrial enterprises, elaboration of mechanisms of privileged financing of industrial sector by commercial banks and by means of capital issues emission and distribution, elaboration of mechanisms of industrial clusters forming in Ukraine, as well as elaboration of mechanisms of privileged financing of industrial research and development (R&D) programs.
