Abstract

The object of the research are the practical results of «green economy» policy implementation at the state level, and the subject are scientific, methodological and practical issues of assessing progress in countries in this area.

In the scientific literature, as well as in analytical materials of different countries and international institutes there was represented the diversity of approaches to the interpretation of the essence of «green» economy, its distinctive features and basic characteristics. A similar situation exists with the methodology of results evaluation of «greening» economy or its separate segments. This makes necessary the formation of unified system of quantitative and qualitative assessments, which together enable to understand, what the results are need for making the cross-country comparisons and determining the structure.

We have developed methodological approaches to the estimation of countries' progress on the way to «green» economy, defined the logic, the calculations order, as well as methods of data compilation and the scheme for results analysis. The advantage of this approach is the versatility of assessments, their structuring and availability, because all calculations are based on open official data, published by international organizations and national governments.

Testing of this method was done for OECD countries. It makes possible to prove the effectiveness of the proposed approach and gives the reasons for the conclusions, which countries are leaders in «green» development, and which failed in making progress.
