About the Journal

Focus and Scope

TCPHEE is intended to present research that will be important for shaping healthy public policy. TCPHEE covers all areas of Public Health with special regard to issues related to economic, demographic and epidemiologic transition, East-West and North-South differences, and development of Public Health and national health systems. As a multidisciplinary journal it aims at attracting contributions from epidemiology, health economics, social sciences (sociology of health), environmental health sciences, and other disciplines relevant to public health.

Both observational and experimental studies are welcome; as well as quantitative and qualitative.

The journal considers for publication original articles, editorials, commentaries, literature reviews, book reviews, news, letters to the editor, announcements of events, and various other features.

Manuscripts are welcome from established scholars, students of medical and public health schools as well as NGOs working in the area of public health.

Peer Review Process

Manuscripts are considered in any of three languages: English, Russian, and Ukrainian. Article processing fees are not charged. 

Manuscripts are submitted in electronic form only. Paper versions are NOT considered. The manuscript should be saved as *.doc or *.rtf file. The submission should be made to the Online Submission (top menu: About >> Submissions >> Online submission). All components of the manuscript materials are expected to be submitted in one file if the extensions specified above allow this.

Authors are welcome to contact the editors about the idea of the intended paper before the preparation of the full text.

The submitted manuscripts will initially be reviewed by the editors to confirm that they are within the scope of the journal and generally meet its requirements. This usually occurs within one week.

The submitted papers will be sent to at least two external experts in the field with the aim of reaching a first decision within three months of submission to the journal. The review is double blind: neither the authors nor the reviewers are identified.

Reviewers' comments will be reported to the authors with possible recommendations to revise the manuscript. The editor-in-chief will inform the author whether the paper is accepted without revision, allowed an opportunity to revise and resubmit, or rejected.

Decision about publication

Editors’ decisions to accept or to reject a paper for publication are based only on the paper’s importance, originality, clarity, and relevance to the scope of the journal.

 

Open Access Policy

Tobacco Control and Public Health in Eastern Europe (TCPHEE) is an international peer-reviewed open-access journal.

The journal content is fully accessible online. Print versions are issued only on special occasions when resources are allocated for printing.

Publication ethics and malpractice

TCPHEE believes that monitoring publishing ethics is a major duty during the editorial and peer-review process. The prevention of publication malpractice, including fraud, plagiarism, and other forms of research misconduct, is the responsibility of every author, editor, reviewer, publisher and institution.

Authorship

All authors are required to clearly identify their individual contributions to the work.

Authorship credit should be based on 1) substantial contributions to conception and design and acquisition of data, or analysis and interpretation of data; 2) drafting the article or revising it critically for important intellectual content; and 3) final approval of the version to be published. All authors should meet conditions 1, 2, and 3.

Acquisition of funding, collection of data, or general supervision of the research group alone does not constitute authorship for works submitted to TCPHEE.

Acknowledgments

All contributors who do not meet the criteria for authorship should be listed in an acknowledgments section. Examples of those who might be acknowledged include a person who provided purely technical help or writing assistance or a department chairperson who provided only general support.

Conflict of interest

Authors are expected to state known and potential sources of conflict of interest in the cover letter. Authors should report their place of employment and the study’s sources of funding.  If there is no conflict of interest, this should also be explicitly stated as 'none'.

Conflict of interest exists when an author (or the author’s institution), reviewer, or editor has financial or personal relationships that inappropriately influence (bias) or might appear to influence, his or her actions (such relationships are also known as dual commitments, competing interests, or competing loyalties). These relationships vary from being negligible to having great potential for influencing judgment. Not all relationships represent true conflict of interest. On the other hand, the potential for conflict of interest can exist regardless of whether an individual believes that the relationship affects his or her scientific judgment. Financial relationships (such as employment, consultancies, stock ownership, honoraria, and paid expert testimony) are the most easily identifiable conflicts of interest and the most likely to undermine the credibility of the journal, the authors, and of science itself. However, conflicts can occur for other reasons, such as personal relationships, academic competition, and intellectual passion.

All participants in the peer-review and publication process must disclose all relationships that could be viewed as potential conflicts of interest. Editors will use information disclosed in conflict-of-interest and financial-interest statements as a basis for editorial decisions regarding conflict. Editors will publish this information if they believe it is important to readers in assessing the research.

Archiving

As an open-access journal, TCPHEE will have its published full texts readily accessible through many indexing systems. However, authors interested in self-archiving the papers as 'post-prints' in open access repositories are advised to use TCPHEE pdf files for this.

The TCPHEE journal is issued under CC BY license. The author(s) hold the copyright and publishing rights without restrictions.

Journal History

Our short history

TCPHEE was started in April 2011 with papers collected for the conference ‘Health of Kazan citizens and tobacco’ which were expected to be published elsewhere. As some of the earlier agreements failed, an opportunity was created for establishment of a new journal. This undertaking seemed timely taking into account research and scientific publications situation in the former USSR countries.

Second issue in 2011 was comprised of the abstracts presented at a conference ‘Economics, sociology, theory and practice of Public Health’.

Based on this experience, we have published in 2012 two regular issues with full-text articles and a conference proceedings issue.
