The article highlights key aspects of professional development for social service workers. The concept of «personnel development» is explored, encompassing a multifaceted process of forming professional knowledge, skills, and personal qualities that meet the requirements of the labor market and the organization. The professional growth of a specialist is considered a holistic and continuous process aimed at adaptation to the social sphere. The concept of «personnel development management» is also outlined, defining it as a targeted activity aimed at enhancing employees' professional qualifications to ensure the quality of social services. The focus is placed on the fact that effective personnel development management is an important factor in the success of social services. The structure of personnel development management subsystems is revealed, including target, managed, managing, supporting, and functional subsystems. It is determined that each of these subsystems plays a crucial role in ensuring the quality and efficiency of social services. The main tasks of the managing subsystem are analyzed. Important aspects of the functional subsystem, which provides direct personnel development through training programs, evaluation, certification, and professional advancement, are also formulated. It is established that personnel development management contributes to improving the socio-psychological climate in the organization, reducing employee turnover, and increasing motivation to work. The article concludes that effective personnel development management in social services is critically important for achieving high standards of social service quality and professional growth of employees, in line with the current labor market demands in Ukraine.
