The State of Implementation of Electronic Social Employment Services for Internally Displaced Persons in the State Employment Service

The article examines the current state of implementation of electronic social employment services for internally displaced persons (IDPs) in the system of the State Employment Service of Ukraine. The relevance of digitalization of the social sphere under martial law, internal population displacement, and labour market transformation is substantiated. It is determined that the introduction of electronic services in the field of employment is an important direction of modernization of public administration and a means of expanding access of vulnerable groups to social support and employment opportunities.
The study focuses on the characteristics of the main electronic tools used in the activities of the State Employment Service, including personal electronic accounts, online consultations, digital channels for submitting applications, mobile applications, and remote communication services. It is emphasized that electronic social services are of particular importance for IDPs, since they enable them to receive assistance regardless of their actual place of residence, respond promptly to changes in their professional situation, and reduce time spent interacting with state institutions.
The article presents the results of an empirical study aimed at examining the experience of IDPs in using digital services of the State Employment Service. Based on the survey, the level of respondents’ awareness of electronic opportunities provided by the employment service was identified, the most demanded digital functions were determined, and the main difficulties encountered in the process of using them were outlined. It was found that despite the existence of electronic tools in the employment system, the level of their active use remains insufficient, which is due to informational, technical, and organizational barriers.
The conclusions emphasize the need for further development of electronic social employment services for IDPs, strengthening user information support, improving digital platforms, and increasing the digital literacy of the population.
