ENVIRONMENTAL AND ECONOMIC EFFICIENCY OF ORGANIZATION OF FOR ESTRY PRODUCTION IN THE CASE OF THE CARPATHIAN REGION

The classification features of the distribution of forest functions in the balanced forest management system by three blocks are identified and substantiated: environmental, social and economic. It has been determined that in the process of transformation of the forest industry in accordance with modern environmental, economic and social requirements, the role of social functions, which will act as an active factor of changes in the external and internal environment of the industry and economic entities, should be strengthened. It has been found that the formation of a balanced forest management strategy involves the study of its systemic factors, first of all, those whose vector of action causes a negative impact. Such factors should be summarized in five groups: organizational, legal, economic-financial, social, environmental, spatial. The study of the factors of each group makes it possible to: determine the origins, nature and format of the problems; select relevant tools that, by forming an internal mechanism for implementing a balanced forestry strategy, will reduce or avoid undesirable effects in the implementation of the strategy. A conceptual approach to assessing the impact of institutional factors on the process of forming a balanced forest management strategy has been identified. It is proved that the current format of implementation of legislative norms, property rights and activities of forest management authorities does not contribute to its development on the basis of balance of environmental, economic and social interests of society. The methodological approach to the evaluation of the effectiveness of ecologically balanced forest management has been improved, which involves the use of a set of evaluation criteria and indicators that characterize the combination of forestry, forest management, forest conservation, forest protection and reforestation processes in forest management.
