Abstract

This paper deals with challenges on achieving a balance of ecological and economic processes development through the implementation of information and innovative tools, development of flexible and adapted to modern conditions tools to stimulate the use of natural resources. Thus the effective implementation of the rights of ownership of natural resources is particularly important.
