Abstract

Alienation of land for public purposes in the case of building of transport infrastructure object is studied. Contradictory aspects of the coordination with the landowners are given. Building of the Great Ring Road around the Kyiv, which should solve the traffic problems in Kyiv, Boryspil, Brovary and unload the capital of Ukraine on the large flow of transit traffic, is considered. The structure and legal status of the land that are necessary for building of the road are analyzed. Project areas are investigated. Exchange of land as a form of compensation for the alienation of land for public purposes is considered. Possibility of introducing the exchange of land in the project areas is offered for example of the reconstruction of the Great Ring Road around the Kyiv. Areas that are fully subject to alienation or use of which is not possible for the following project are considered. Calculation of equivalent land in exchange for the traditional formula that allows to determine the size of equivalent land according to the values of ratios for soil quality. Improved formula for calculating the area of exchanged agricultural land taking into account configuration, brokenness of the boundaries, land relief is used for comparison.
