Напрями вдосконалення регулювання інноваційного обігу в Європейському Союзі через призму запровадження European Innovation Act (EIA)

Об’єктом дослідження є система заходів і прийомів регуляторного впливу на процеси інноваційного обігу в Європейському Союзі, через призму перспективної угоди EUROPEAN INNOVATION ACT (EIA). Досліджуються чинні способи ідентифікації інноваційного обігу в ЄС, а також перспективи розвитку в межах запровадження EIA. У ході дослідження встановлено, що процес регулювання інноваційного обігу в ЄС не уніфікований. Доведено, що існуюча регуляторна модель державного впливу в ЄС, не орієнтована на спрощення та стимулювання його обігу. Основним завданням є інтенсифікувати та масштабувати кількість інновацій у межах економічної системи ЄС. Визначено, що в межах Євросоюзу наявна потреба у вдосконаленні регуляторного підходу до визначення правил функціонування інноваційного обігу в ЄС. Проведено дослідження напрямів регуляторного впливу в межах перспективного EUROPEAN INNOVATION ACT. Проаналізовано результати суспільного громадського обговорення його можливого змісту. Сформовано пропозиції щодо внесення змін до його тексту. Обґрунтовано необхідність введення єдиного визначення інновацій, формування пільгового податкового режиму. Доведено необхідність зміни об’єкта регулювання та його спрямування на систему економічних відносин Innovation Life Cycle.
Дослідження спрямоване на формування пропозицій щодо удосконалення регуляторних процесів інноваційного обігу в ЄС. Результати цього дослідження можуть бути використані при вдосконаленні офіційних правил інноваційного обігу в ЄС, а також на рівні національних систем країн членів ЄС. Їх можна використати також для формування стратегічних публічних управлінських рішень, державної політики з обігу інновацій, а також вони можуть слугувати підставою для подальших наукових досліджень з цих питань.
