Систематизація підходів до економічної безпеки держави бібліометричними засобами

Анотація

Об’єктом дослідження є економічна безпека держави як основа захисту національної економіки від загроз в умовах криз, воєнного стану та інтеграційних трансформацій. Охоплює історичні й сучасні аспекти формування цього поняття, починаючи з «Нового курсу» 1934 року в США до сучасних українських реалій.

Відсутність єдиного визначення економічної безпеки держави та множинність теоретичних підходів ускладнюють формування ефективної державної політики. Проблема полягає у необхідності систематизації підходів до поняття, врахування впливу криз, воєнного стану та зовнішніх загроз, а також визначення ключових факторів забезпечення економічної безпеки в умовах євроінтеграції.

За допомогою бібліометричного аналізу даних Scopus і Web of Science проведено ретроспективний аналіз індексованих джерел з економічної безпеки. На основі цього виокремлено 10 класифікаційних підходів: здатність до зростання, збалансованість економічної системи, протистояння загрозам, ресурсно-функціональний підхід, захисний підхід, інвестиційно-інноваційний підхід, економіко-правовий підхід, безпека сталого розвитку, пандемійно-економічний підхід і воєнно-економічна безпека. Запропоновано авторське визначення економічної безпеки держави, що враховує її міждисциплінарний характер і сучасні виклики.

У Scopus сформовано три широкі кластери з 256 ключових слів; у Web of Science – п’ять вужчих кластерів зі 146 слів (на 45% менше). Виявлено ширший тематичний охват у Scopus і більш спеціалізований у Web of Science, що відображає різні акценти досліджень.

Результати рекомендовано для розробки державної політики економічної безпеки, вдосконалення антикризового управління, планування економічного розвитку та гармонізації з європейськими стандартами. Вони можуть бути використані для прогнозування ризиків, оцінки стійкості економічної системи та підтримки сталого розвитку в умовах воєнного стану та післявоєнного відновлення.
