Cluster-logistical approach in management of territorial communities.

In work the analysis of the basic parameters of process of decentralization and creation of the incorporated territorial communities (ITC) in Ukraine is carried out. Is shown, that during 2015 - 2017 years. Arose the certain difficulty concerning activity and efficiency of process. For elimination of an opportunity the occurrence of the crisis phenomena during reforming the territorial device in Ukraine is offered to use the cluster-logistical approach. Is proved, that the basic precondition of integration processes concerning new associations will be not only territorial attribute, and principle of Paretto-efficiency. Is shown, that the basic condition of maintenance of efficiency of complex system – of ITC cluster type, will be optimum use of the factors of manufacture: grounds, work, capital, enterprise abilities and information. Is established, that at first two stages cauterization in its basis the fixed principles of cooperation. The cooperation, basically, is realized within the limits of vertical integration with technologically related spheres of economic activity. At the following stages, it is possible occurrence of a new type clusters, which will be based on a combination of cooperation and competition. The competition exists due to presence in the market of the competitive contenders. Such basic tendencies of development of clusters associations of territorial communities of a new type are allocated: the orientation clusters on interbranch character of communications(connections), which provides transfer of the ready technological decisions from different spheres of economic activity; orientation to formation of several "nucleuses" and leaders of clusters in borders of territorial communities or associations of territorial communities; increase of a prevailing role of the state during organization and development of clusters of territorial communities.
