Abstract

It is shown in the article, that city the logistic comes forward as a constituent of municipal management and decides questions on maintenance the objects of municipal infrastructure: dwelling-houses, trade areas and offices, engages in organization of work of municipal transport, providing the water, thermal and power resources of municipal building and local productive enterprises. Housing and communal services what or modern city responsible for the working state of transport communications, serves them, directly engages in the serve of water, heat and gas to the habitants of city. Id est, it be possible to say, that housing and communal services comes forward as a constituent city of logistic. Presently development and functioning of municipal infrastructure, what housing and communal services is responsible for, come forward as an above all index of his competitiveness, promotes the standard of living of habitants, brings over to territory investment resources, transit transport streams and promotes the level of товародвижения on territory. By research of questions of development and functioning сити of logistic home and foreign specialists occupied, they examined сити logistic in attachment to transport streams and ecological. The problems of development, functioning, reformations of housing and communal services are sanctified to scientific works of the known home scientists. However, the role of housing and communal services was not examined neither in theoretical nor in practical publications, as making сити of logistic of modern city. For a management by the objects of housing and communal services, statistical and economic ground of administrative decisions in the article the association of objects of housing and communal services is offered on branch belonging in clusters that exist and serve certain territory. For statistical and economic expediency it is suggested to use the indexes of gross regional product and indexes of business activity, that will provide the objective estimation of results of functioning - of housing and communal clusters. Further direction of researches city of logistic and housing and communal services an author suggests to conduct in the direction of development of the program of attractiveness of the Ukrainian cities and territories for the deserving residence of habitants, creation of modern informative space and ecologically clean environment.
