Leliuk Ju. The accounting of national specificity of the long wave dynamics in “window of opportunities” use for innovative breakthroughs of Ukraine

Abstract

The article deals with the modern Ukrainian economy potential possibilities of the “innovative leap” implementation in order to overcome a technology gap and provide the independent trend of the economic growth. It is noted, that the “window of opportunities” use is caused not only by the life-cycle stage of the new technology, but also by the specificity of the national economy long wave dynamics. It is proved that Ukrainian economy is entering  the next phase of Kondratiev cycle approximately  ten years later compared to the technologically leading countries. The industries of the third technological stage are the dominant ones in the Ukrainian economy, while the modern long wave is characterized by the fifth technological stage. The author focuses attention on the economic possibilities narrowing for the innovation breakthroughs of the national economy in the specific conditions of the necessity to overcome its own depression and to form a new technological way while the technology leaders significantly increase the entrance barriers. At the same time the turbulence inherent in the global economy, can create unique conditions for Ukrainian economy in terms of the implementation of its investment breakthrough. But for the use of such a historic chance the domestic economic system must have a certain level of readiness. It is primarily about the formation of the optimal industrial and technological structure. Economic policy aimed at creating of such a framework is somehow self-sufficient, because even in the absence of this historic chance it will help to overcome the depression and to move the country to a new level of economic development
