Prypoten V. Y. Human resource management of regional customs.

Abstract

A modern customs policy, which requires optimization of use of labour and financial resources, rational placing of basic customs organs, assistance in development of economy of the country as a whole is represented in raising of problem. In the article the casual character of loading of custom organs during the month, week or even one shiftwork, that can lead to  formation of considerable turns or not complete loading of the state is described. A basic task is taken to research and choice of rational chart of placing of personnel, on the basis of prediction on preliminarily incoming freight customs declarations. The analysis of CC (Customs Code) of Ukraine is conducted. The data about regional customs are taken for basis, concordantly article 14. The spectrum of approaches which brought significant contribution to development of management by custom processes is investigated. The basis of the article is made by the account of stochastic factors, determining the system of maintenance of custom control and construction on their basis of regional structure of management the state of regional customs. Authors conducted research of model tasks of theory of mass service, and studied the stream of requirements, entering is regional customs. The sequence of events of the attendant system is educed. Basic attendant channels among which points of parking and removable inspector are determined. The criteria of service quality, by minimization of number of standing cars are described. The amount of necessary inspectors for providing of absence of turn of cars is expected. The estimation of expenses for organization of trouble-free work of regional customs is conducted. The conclusions about sufficient exactness of the offered methodology, which will allow to minimize expenses, provide effective work of regional custom and drafting of necessary manning table, and also considerably to increase an economic effect are drew.
