Abstract

The article shows process of provide a middle class in the social and economic development with a view to ensuring social security as an organized, purposeful activity and socio-economic conditions which have the character of complex activities simultaneously covers various areas as social and economic, political and other types of activity (financial, food, environmental, technological, scientific, technological, foreign, etc.). For a more understanding of the issues and determine where the middle class in the social-economic development was research conception of "system". Examining the concept of "system" set of "system of socio-economic development" - organizational, economic and legal measures to prevent social and economic threats, covering the following elements: objective and comprehensive monitoring of the economy and society to identify and Forecasting internal and external threats to the social sphere; determining the maximum permissible values of social and economic indicators, failure of which leads to social instability and conflict; state activities to detect and prevent internal and external threats in the social sphere. Discovered demands the effective functioning of the socio economic system of the middle class. Due to the complexity, diversity and complexity of the problems of social development and functioning, studied at different levels of socio-economic mechanism of formation and support of the middle class. Based on the analysis formed a special course directions of the state policy aimed at the development of the middle class in Ukraine
