The Effectiveness of Strategic Planning at Industrial Enterprises during war period.

The scientific article provides a thorough analysis of the features and effectiveness of strategic planning at industrial enterprises in Ukraine under the conditions of full-scale martial law. The relevance of the study is driven by unprecedented challenges such as the destruction of production facilities, disruption of supply chains, the energy crisis, and a critical shortage of skilled personnel. The authors substantiate that under conditions of extreme uncertainty, traditional methods of long-term planning lose their effectiveness, giving way to adaptive and flexible strategies. The paper investigates the transformation of approaches to forming strategic goals, where the priority shifts from profit maximization to ensuring operational resilience, business relocation, and diversification of sales markets. Particular attention is paid to the implementation of scenario planning and simulation modeling as tools for rapid response to dynamic changes in the external environment. It has been established that key factors for increasing the efficiency of the strategic process during the war period are the digitalization of management functions, strengthening of the risk management system, and integration of social responsibility principles. The role of state support and international partnerships in preserving the country's industrial potential is analyzed. Based on the conducted analysis, practical recommendations are proposed for improving strategic management mechanisms based on "Agile" approach principles, which allow enterprises not only to survive in wartime conditions but also to lay the foundation for future post-war recovery and technological modernization. The study's conclusions emphasize that strategic planning in modern realities becomes a key stabilizing factor ensuring the long-term viability of the industrial sector.
