DOCUMANTATION OF THE NATIONAL POLICY IN THE FIELD OF THE DEVELOPMENT OF THE UKRAINIAN CULTURAL SPACE

Abstract

Purpose of Research. The article deals with the issues of complex analysis of the structural organization and the system of management of the cultural sphere that have been formed in modern Ukraine. The author also considers the possibilities of flexible policy in the field of culture management by the documentary means of transmission the information. The author highlights the cultural policy that supports and transforms the national picture of the world. The latter has two aspects – internal and external. Methodology. The methodology of the research includes the system approach and the information-analytical and culturological methods. Scientific Novelty. The issues of the documentation process, documentation management and their specifics in the cultural industry are underlined. The development, the expansion of the concept of «document management» and coordination of activities and cooperation between state authorities and civic organizations in the field of culture are analysed. The representatives of creative intellectuals and artists, documentary fixation of cultural products as the facts of its development are pointed out. Conclusions. The main means of the national cultural policy are educational systems, cultural institutions (museums, libraries, archives, exhibitions, theaters, cinemas, concert halls), as well as mass media (the press, radio, television, video and computer networks). The participants of cultural and political processes are all institutions and actors, involved in socio-cultural life. The strategy of cultural development should be aimed at maintaining the national picture of the world in the period of a new digital society, creating a new cultural space and to unit the nation. All subcultures of society can interact and maintain connections with the core of the culture of society, realized in language, folklore, cultural monuments and works of art, architecture, literature and painting. The variety of functions and content of the cultural product of society, covering the totality of organizations and institutions that ensure the functioning of culture (folk and professional) and work in the field of commercial and noncommercial forms of ownership produce documents that capture the material and spiritual state of culture in different ways.
