THE PUBLIC INFORMATION AND COMMUNICATION CENTERS ACTIVITIES IN PROMOTING AUTHORITIES’ OPENNESS

Purpose of Article. The research is related to the analysis of public information and communication centers activities as mediators which provide feedback between civil society and the state. The communicative component of their information interaction requires new approaches to identifying qualitative transformations of technological data exchange systems for expanding access to information resources of government structures. The methodology of the study is to apply the method of system analysis, as well as the socio- communicative and structural-functional approaches, which allowed to define the communicative aspects of the concept “openness of authorities” and to explore the specifics of the resource and service interchange between government and society through the network of public information centers. Scientific novelty. The scientific novelty of the research is that on the basis of the conducted analysis, it has been expanded the scientific vision of the main approaches and instruments of public information centers operation for ensuring openness and access to information of state authorities, as well as supporting their interactive communication with citizens. Conclusions. As a result of the study, it was determined that the openness of authorities, as the main characteristic of modern social and communicative interactions, is a conceptual requirement for the technical development in the field of Internet communications with the public sector and is actively used in the work of public information centers to set up a dialogue in the «power-society» system.
