LIBRARY SOCIAL INSTITUTE IN THE FIRST QUARTER OF THE 21ST CENTURY: HISTORICAL AND SOCIO-CULTURAL FACTORS OF DEVELOPMENT

Purpose of the Article. Library Social Institute is a complex, multifaceted concept that simultaneously covers many spheres of human activity – documentary, information, and communication, socio-cultural, educational and enlightening. The purpose of the study is to analyze the historical and socio-cultural development factors of the library social institute from the current positions of global information influences and activation of information and communication national international interaction as well. The methodology of the study means the historical, institutional and systematic approaches to the study of historical, social, information and communication influences that determine the transformation of the library social institution in the near future. Scientific Novelty. The main historical factors in the development of the BSI include the influence of national revival ideas, the development of civil society, free access to information and knowledge, informatization and so on. The range of socio-cultural factors that significantly influence the development of the BSI in the first quarter of the 21st century the overarching influence of the digital culture
and concept of the knowledge society is attributed. Conclusions. The findings reveal the prospects for implementing the Library Development Strategy in the period till 2025 “Qualitative Changes of Libraries for Ensuring Sustainable Development of Ukraine” as well as the involvement of library and information institutions in participating in the governmental digital transformation projects of Ukraine.
