EXPRESS ASSESSMENT OF THE CONDITION OF ENGINEERING PROTECTION STRUCTURES OF SECOND-LEVEL CRITICAL NATIONAL INFRASTRUCTURE OBJECTS ACCORDING TO THE “FORTRESS COUNTRY” STATE CONCEPT

The State Concept of Engineering Protection of Critical National Infrastructure Objects (hereinafter referred to as CNIO) “Fortress Country” was developed to ensure the protection of CNIO from threats of air attack means (AAM). It approved by the Resolution of the Cabinet of Ministers of Ukraine dated 04/26/2024 No.471. The Concept provides for three levels of engineering protection of CNIO elements. The first level of protection should ensure the protection of CNIO elements from single indirect hits of strike UAV, as well as anti-fragmentation protection from single indirect hits of a missile at a distance of 15 meters from the engineering protection structure (EPS). The second level of protection should provide protection of CNIO elements from single direct hits of strike UAV, as well as anti-fragmentation protection from single indirect hits of missile at a distance from the EPS. The third level of protection should provide protection of CNI elements from single direct hits of strike UAV, as well as from single direct hits of missile. The article describes a proposed methodology for assessing the condition of EPS of CNI facilities of level 2 in accordance with the “Fortress Country”; an integral indicator of the degree of protection of a critical element is proposed, which takes into account design features, shortcomings and the state of implementation of protection; comprehensive information for its assessment, special formulas and tables for calculations are provided; as well as examples of assessment for protective structures of various designs.
