Abstract

Some aspects of forming staffing strategy that use modern industrial enterprises are review in this article. The analysis of literary sources and real practice of management testifies that effective work of enterprise in a great deal depends on descriptions of labour resources, their ability of optimal realize main objective of productive activity −  get a profit. Therefore management problems by a personnel, foremost design of strategic directions of personnel management, must be main in general control system an enterprise. It is marked that between strategy of management a personnel and organizational strategy are different variants co-operations, depending on that management strategy a personnel can be both inferior in relation to strategy of enterprise on the whole and combined with it, forming single unit. According to the offered new approach, staffing strategy of modern enterprise must become basis of forming  both business strategy and all functional strategies, that is, to occupy a central place in the system of strategic management. The need to change traditional approaches of strategic personnel is confirmed by the analysis of efficiency of staffing strategy PJSC «AZOVSTAL IRON & STEEL WORKS». During realization of the staffing strategy of combine, formed in accordance with Michigan conception of strategic management of human capitals, not all work assignments with a personnel resulted in the expected results. conceptual change in the approach to design  the staffing strategy, forming it on new principles will allow more actively to involve the main competitiveness factor - personnel of enterprise.
