Abstract

The aim of the study was a thorough analysis of the innovation infrastructure of the EU and Ukraine and justification field of national innovation infrastructure to European models of local innovation. The innovative infrastructure is the main mechanism innovation, it depends on its economic development level of the country. It not only provides access to various resources, but also the individual is a strategic resource for economic development. Ukraine's economic growth is only possible through the use of innovative processes able to implement new technologies and the latest scientific knowledge. Capital investment in new technology will significantly intensify production activity, increase the number of jobs and, most importantly, encourage the development of innovative businesses, organizations, and hence the development of the regions and the economy as a whole. EU researched Innovation Scoreboard, which serves as tools to inform policy makers and discuss development issues at national and EU level, to track the level of innovation in the global world. For comparative analysis we have chosen one country from each group: Romania, Italy, Netherlands, Sweden; Innovation leaders of the country: the United States and South Korea. The overall level of funding for science is considered one of the key innovative features of the country, its willingness to build a society based on knowledge. It was determined that the ability proprietary technologies to provide economic growth is estimated by comparing the correlation in time between the number of patents and GDP. Based on correlation analysis will determine the closeness of correlation IL GDP and the number of patents in selected countries of our analysis for 2010-2014. The results indicate a strong positive correlation in all countries except Ukraine. Consequently, GDP growth in Ukraine is much less due to patents than in other countries, and this in turn means that the ability of Ukraine to develop, supported by technological innovations currently still limited. Results of the analysis indicate a lack of proper support innovation in the country, the main problem here is the lack of the existing innovation infrastructure. Ukraine does not properly supported activities of inventors, innovators and scientists who have completed research and development are not enough centers of effective technology transfer. Not fully implemented educational and scientific potential, especially higher education, is not formed a system of scientific, technical and economic information and database on technologies, scientific and technological development. Thus, the main factors that hinder the development of the national economy, the low competitiveness of domestic producers, weak domestic market and its low pay, the outflow of intellectual capital, obsolete infrastructure, inefficient technology transfer.
