Anglo-Saxon Model of Public Library and Peculiarities of Its Implementation in EU Countries

The purpose of this article is to study the features of the Anglo-Saxon model of public library, its implementation in library institutions of Great Britain and the United States of America, as well as its implementation by the countries of the European Union at the current stage of development of the socio-cultural space. The research methodology consists in the application of general scientific research methods: analysis, synthesis, generalisation, comparative analysis. The scientific novelty. The article examines topical issues of the Anglo-Saxon model of public libraries, its implementation in library institutions in the United Kingdom and the United States of America, as well as its introduction by European Union countries at the current stage of socio-cultural development. Conclusions. It was found that the model involves the creation of a safe, dynamic and local space for interaction and development of communities (providing visitors with tools to improve skills and discover new opportunities; uniting people and providing information and consulting services; responding to the needs and problems of local communities). Based on the review of the work programme ‘Libraries deliver: ambition for public libraries in England 2016 to 2021’, it was found that the activities of the public library network according to the Anglo-Saxon model in the UK include: cultural and creative enrichment; increasing reading and literacy; developing digital access and literacy; supporting everyone in achieving their full potential; promoting healthier and happier lives; promoting greater prosperity; promoting stronger, more resilient communities. The specifics of the development of the model in the USA are community building – a public library provides access to information and learning, promotes social integration, equality, civic engagement, economic viability of the community. The perspective of integrating individual elements of the Anglo-Saxon model of public libraries into the activities of modern Ukrainian library institutions is emphasised.
