Theoretical, Methodological and Regulatory Foundations of Repository System Formation

Purpose of the work is to conduct a comprehensive study of the theoretical, methodological, regulatory, and legal foundations for the formation of a system of institutional repositories (IR) in Ukraine within the context of global trends in implementing open practices and developing an open information infrastructure at international, national, and institutional levels. The research aims to analyze the role of electronic archives as a stable platform for implementing open access policies, ensuring the integration of domestic scientific research into the global information space and facilitating the rapid search for reliable and relevant information. Methodology of the study is based on the application of general scientific methods of analysis, synthesis, grouping, and logical generalization to comprehend the conceptual apparatus of digital preservation and the interoperability of metadata schemes. A comparative analysis of international initiatives, including the Budapest Open Access Initiative and the Berlin Declaration, as well as the domestic regulatory framework represented by the Concept of the "Library - XXI" program and the Regulations on the National Repository of Academic Texts, was conducted. The experience of implementing institutional self-archiving and data management policies is explored through the examples of foreign universities and library projects, such as the University of Lille and the NILDE project. Scientific novelty lies in performing a diachronic analysis of the development of the institutional repository system as a key component of open science and a tool for forming national institutional memory. For the first time, the necessity of increasing the informativeness of repository home pages by including reference information about their establishment and activities is substantiated, which is interpreted as an organic tool for preserving the history of educational and scientific institutions in the digital environment. Conclusions. The formation of a repository network in Ukraine is a strategic direction for modernizing information policy in higher education, aimed at removing barriers to scientific communication. It is proven that the viability and sustainability of IR significantly depend on a comprehensive institutional policy covering all stages of functioning: from content creation and protection to ensuring long-term accessibility and compliance with international standards, such as the OAI-PMH protocol. Integration of domestic repositories into international registries (OpenDOAR, ROAR) and increasing their transparency are necessary conditions for strengthening the academic reputation of institutions and popularizing the achievements of Ukrainian scientists.
