Voloshchuk I., Ivankina Y. The analysis of world experience of use of state-private partnership and condition of its introduction in Ukraine

Abstract

The global experience of public-private partnership as a form of cooperation between the state and business for projects completion in the sphere of telecommunications, energetics, transport and water supply has been researched in the article. The efficiency of PPP in the Latin America, the Caribbean basin countries, the Western And Southern Asia, Europe is analyzed herewith. The leading country in carrying out of PPP has been identified along with its reasons for success. The countries which as a result of PPP completion research have low figures in the amount of investment as well as in the number of projects are studied in order to define ways of increasing these figures. The prerequisites of appliance of PPP in Ukraine, the legal base for their completion, forms of state support of investment projects are found out. The detailed analysis of global practice has been made in the usage of ppp models: service contracts, management contracts, leasing agreements and affermage, concessions, BOT contracts and others. The definite advantages and disadvantages of a particular PPP model, its implementation, liabilities of both parties are defined herewith. Methods of effective introduction of ppp as a form of interaction of state and business in Ukraine are carried out.
