THE SITUATION OF ORPHANS AND CHILDREN DEPRIVED OF PARENTAL CARE IN INSTITUTIONAL CARE IN A PANDEMIC AND WAYS TO OVERCOME SIGNIFICANT CHALLENGES

The article highlights the situation and social protection of orphans and children deprived of parental care in institutional care during the COVID-19 pandemic in Ukraine. The concepts of "orphanhood," "orphan child", "children deprived of parental care", pandemic are defined. The care forms of orphans and children deprived of parental care are given. The authors outline the challenges faced by the field of child protection during the pandemic, namely the unwillingness to teach children online the digital incompetence of teachers. The difficulties for children who live in boarding schools: social isolation, lack of funds for online learning and communication.
This article outlines the challenges faced by employees of boarding schools, including overtime, incompetence to teach children, burnout. The authors present the difficulties for social workers and charity organizations. The isolation hinders children's communication; quarantine requirements do not allow them to work with children and their families qualified. As a result of the burnout, non-governmental workers have also lost some child-oriented projects.
At the same time, the article presents measures to optimize the situation, deepening cooperation between the governmental and non-governmental sectors. The authors have highlighted recommendations for preventing the negative consequences of the pandemic. Among them are the need to create conditions for practical work with children, the possibility of providing supervision, providing online communication tools, personal protective equipment, creating protocols for institutions on the action, organizing cooperation with volunteers during the pandemic, deepening cooperation between utilities and non-governmental organizations, attracting volunteers not only to work with children but also with their families, and others.
