The purpose of the article is to understand AI as a tool for optimising information resources and information flows in libraries of higher education institutions, as well as to analyse the possibilities of its application for automating library and information processes, integrating heterogeneous resources, improving the efficiency of information search and the quality of user services in the context of the digital transformation of academic libraries. The methodological basis of the study is a systems approach that allows considering the library of a higher education institution as a holistic information system with interconnected resources and flows. Analysis and synthesis were used to summarise scientific sources on the application of AI in library and information activities; terminological analysis to clarify the concepts of information resources, information flows; the structural-functional method to identify the role of AI in optimising library processes, the generalisation method to form conclusions about the effectiveness of implementing AI in libraries of higher education institutions. The scientific novelty of the study lies in the conceptualisation of AI as an infrastructural factor in the management of information resources and flows in libraries of higher education institutions. Conclusions. Information resources of HEI libraries form dynamic information flows, the effective management of which is possible only if they are systematically organised, filtered and provide relevant access. In this context, AI appears as a strategic infrastructure that transforms the library into a complex, adaptive and user-oriented information system. Machine learning, natural language processing, OCR and semantic analysis algorithms significantly expand the capabilities of libraries for automated processing of large data sets, integration of heterogeneous resources and work with unstructured information. This contributes to the creation of a holistic information space of the library, increasing the accuracy of search, development of recommendation services and personalisation of information flows in accordance with the needs of users. Intelligent integration of catalogues, electronic collections and external databases allows to ensure the interoperability of systems and create a single accessible information space. The integration of AI from an inclusive and reflective position opens up prospects for the further development of libraries as key cultural and cognitive institutions of the digital age.
