THE MODEL OF INITIATION OF THE SMALL SHIPBUILDING DEVELOPMENT PROGRAM

The article presents the scheme of process aimed at improving the strategic industry of Ukraine. The paper reveals the model of the initiation of the small tonnage shipbuilding development program. In order to assess a problem situation of shipbuilding industry there were used decomposition and analysis methods. Method of Scenario has been used to planning the best course for development. Selecting the development course is based on the strengths and opportunities of the industry. We made the analysis of the nearest environment of the small shipbuilding industry and distinguish the list of stakeholders. Process, project, portfolio and program approaches are seen as ways of the scenario development.
As a result of research work the authors proposed and substantiated the initiation of a scheme of the Small Tonnage Shipbuilding development program and stated the industry program mission. The obtained results can be used for analysis and decision making in all areas of industry.
