The essence of systems study into the process of programs management is revealed. Problems of system analysis and synthesis are determined. The direct and inverse problems of analysis are considered. The features of the mission management, architecture, strategy and evaluation are analyzed. The basic components of the process of program integration management from the position of system approach are given. The features of the study into the system “work subject–program–product” are elucidated. It is proved that the determination of the program mission should be based on the process of configuration management. It is shown that in the initial stage of determination of the programs mission a system connection between the parameters and indicators of a future product is established. Considered are changes in the work subject as system actions aimed at its input streams and conversion subsystem belonging to the system- product. Elucidated are the features of the process of determination of an effective scenario of the program based on modeling of the system- product. It is shown that the process of management of the program architecture can be effective subject to investigation of system-projects. It is generalized that the system principles of investigation of the process of programs management is based on the results of system-products, system-programs and system-projects simulation.
