State cultural policy as an element of the national security strategy of Ukraine

The purpose of the article is to study the development of state policy in the sphere of culture and its inclusion into the national security system. It was found that today this issue is relevant because the cultural environment significantly influences moral and ethical standards, means of perception by the person and the society of the situation, in which Ukrainian state has found itself after aggression by Russia. The methodology of the study consists in disclosure of the essence of the state policy in cultural sector as an element of national security. The methodology is based on the use of abstract and logical, systematic and structural, logical-legal and other methods. It was determined that state can and should actively influence, including imperatively, formation of cultural values system and orientations of the cultural environment of Ukraine. It was established that the main disadvantages of state policy in cultural sector are the lack of system, absence of the development priorities and the final vision of impact of the cultural sphere on the other aspects of national security system. The article is focused on the importance of state policy in the cultural sector in the conditions of globalization and Russian aggression. The work has established the necessity of preventing foreign influence on the national culture. The analysis of capabilities of state influence on cultural sphere in the conditions of globalization is provided. The analysis of the National Security Strategy of Ukraine was made. Scientific novelty of the work consists in the fact that the main directions of state influence on the cultural sector are detalized. The possibility of introducing programtarget method in the field of state cultural policy was proved. Conclusions. The conclusion regarding the absence of such components as cultural safety or security in the field of cultural relations is made. It is established that culture is a kind of social phenomenon, which because of its general acceptability, originality and transformation capabilities is able to influence the system outlook and worldview of a man and society. The latter has made it possible to suggest areas of improvement of the state policy in the field of culture and its inclusion into the system of national security.Downloads
