Creativity and Culture: Transformation of Values in the 21st Century

Research aim: To define creativity as a socio-cultural resource of the 21st century that transforms the system of values in contemporary society; to analyze examples of cultural policy in the field of creative industries in leading countries worldwide and in Ukraine. Methodology: The study is based on an interdisciplinary approach combining methods of cultural studies, philosophy of culture, sociology, and theories of creative industries. This allows for a comprehensive understanding of creativity as a socio-cultural resource and its impact on the transformation of value systems in a globalized world. The case study method was used to analyze specific examples of creative programs, initiatives, platforms, and clusters with significant cultural influence on society. Scientific novelty: The research presents a comprehensive conceptualization of creativity as a global socio-cultural resource that responds to contemporary challenges and contributes to sustainable development. For the first time, the possibilities of using the results for shaping state policy in culture and innovation, as well as increasing the effectiveness of cultural projects at the local level, are outlined. Conclusions: Creativity in the 21st century functions as an integrator of innovation, culture, and identity. Successful implementation of creative potential at the state level promotes the development of the cultural sector, social cohesion, and the resilience of national cultures. Ukraine possesses significant potential to utilize global experience in forming its own model of creative policy. Global experience shows that investing in creativity fosters cultural diversity, inclusive growth, and the bridging of social divides. In the Ukrainian context, especially amid the war, creativity acquires an ethical dimension, serving as a means of cultural resilience and a representation of national dignity. Contemporary creativity shapes a new system of values based on hybrid culture, globalization, and social changes. Effective cultural policy should combine global experience with local initiatives, relying on principles of openness, inclusivity, sustainable development, and cultural autonomy.
